The Development Management and Conservation Manager's report noted that a previous application for broadly the same scheme in terms of layout and number of units was granted in 2022, but the permission had lapsed because the applicant did not implement application CHE/21/00694/FUL.

The report stated that the Strategic Planning Officer noted that the new National Planning Policy Framework (NPPF) (December 2024) is now in a relevant material consideration. At the time of writing, the council is not able to demonstrate a deliverable supply of housing sites sufficient for five years, measured against the Housing Need Methodology. As a result, the application of a presumption in favour of sustainable development as set out in paragraph 11(d) of the NPPF (Dec 2024) applies.
