The Liverpool Health & Wellbeing Board convened to discuss several key issues, including the NHS 10 Year Plan, local responses to ketamine-related harms, and the Better Care Fund. The board approved the Better Care Fund Plans for 2025/26 and noted the year-end finance and performance position for 2024/25, also approving the Q1 2025/2026 reporting to be submitted to NHS England. The meeting also included performance and sub-group updates, and initial discussions around the format of future meetings.
Better Care Fund 2025-26
The board approved the Better Care Fund (BCF) Plans for 2025/26, noted the year-end finance and performance position for 2024/25, and approved the Q1 2025/2026 reporting to be submitted to NHS England. The BCF is a programme that seeks to join up health and social care services, so that people can manage their own health and wellbeing, and live independently for longer1. The report presented to the board included a recommendation to approve the BCF plans, and to note the year-end finance and performance position for 2024/25. It also asked the board to approve the Q1 2025/2026 reporting to be submitted to NHS England. Supporting documents included Appendix 1 - Better Care Fund 2025-26, Appendix 2 - Better Care Fund 2025-26, and a copy of Liverpool BCF 2025-26 Q1 Reporting.
Local Response to Ketamine Related Harms
The board discussed the increasing use of ketamine and the coordinated local response to the harms associated with the drug. Councillor Harry Doyle, Cabinet Member for Health, Wellbeing & Culture, had previously indicated that this meeting would focus on ketamine. A presentation was given, and the board also considered a Ketamine Update Briefing and a report on Local Response to Ketamine Related Harms.
'Fit for the Future' - NHS 10 Year Plan
The board considered key recommendations from the Local Government Association (LGA) review of the NHS 10 Year Plan, also called 'Fit for the Future'2. The executive summary of the plan was attached to the agenda, and the full plan was available online.
Health & Wellbeing Board Performance Report 2025-26 Q1
The board received the Health & Wellbeing Board Performance Report for the first quarter of 2025-26, supported by the Draft Outcomes Framework for Liverpool.
Sub Groups Update
The board received and approved a report providing updates on the sub-groups of the board. The Sub Group Update document was provided for review.
Update on Health & Wellbeing Board Review
The board discussed holding themed meetings for the December and March meetings.
Appointment of Vice-Chair
The board considered the appointment of a vice-chair.
