The aim of the revised procedures was to ensure that CIL funding directly supports projects identified to meet the council's corporate objectives and the Local Plan, thereby supporting growth within West Norfolk. The report pack stated that the Spending Strategy would offer clarity on how the Collecting Authority intends to allocate CIL funds collected in West Norfolk.
The report pack also noted that the Planning Advisory Service (PAS) had reviewed the council's CIL governance arrangements, in consultation with the CIL Spending Panel and officers. The PAS report made recommendations to ensure that the council spends CIL in line with changing statutory requirements relating to developer contributions.
The main proposed changes for CIL Project Funding included splitting Borough CIL money into two separate funding processes:
- Local Projects (20%): Using an online application form, with revised application amounts from £10,000 to £100,000.
- Strategic Projects (80%): No application process; officers and cabinet members would review a list of identified infrastructure projects.
The report pack recommended that the Cabinet approve the revised Community Infrastructure Levy Funding Policy and Spending Strategy for the allocation and spend of Borough Community Infrastructure Levy raised by the council.
King's Lynn Transport Strategy
The panel was scheduled to discuss the King's Lynn Transport Strategy. The report pack included details of infrastructure needed to support regeneration in King's Lynn, and appropriate transport infrastructure including the implementation of the King's Lynn Transport Strategy (KLTS).
The report pack stated that the implementation of the KLTS would include a package of transport improvements, balancing ease of access with car parking and highways safety. Priority locations mentioned in the report pack included:
