The North Local Area Committee met on 9 September 2025 to discuss the Housing Allocation Policy Review, updates from Ecclesfield Together and Ecclesfield Parish Council, and the North Local Area Committee budget. The committee was also scheduled to receive updates on summer activities and updates from Parish and Town Councils. A report on the North Local Area Committee Budget was also scheduled to be discussed.

North Local Area Committee Budget Report

The North Local Area Committee was scheduled to discuss the North LAC Budget 2025/26 report from the Community Services Manager, which details spending decisions made since the last meeting.

The report noted that Local Area Committees were established by the full council in May 2021, with terms of reference that include:

To agree a Community Plan setting priorities for the area of the committee, monitor delivery of that plan and keep it under review; and

To make decisions relating to funding as delegated from time to time by the Council to fit with the priorities set out in the Community Plan and following engagement with the community.

The report also stated that the LAC granted delegated authority to the Community Services Manager in September 2021 to make decisions on expenditure, provided that: the decision is taken in consultation with the Local Area Committee Chair; spending is in line with any specific purposes of the allocated budget; and the decision does not approve expenditure of more than £5,000 per item.

The report stated that the funding delegated to LACs in 2025/26 was £100,000 per LAC (£25,000 per ward). At the North LAC meeting on 30 April 2025, the following areas of expenditure were agreed from the £100,000 budget:

• A £50,000 Great North grant budget for applications of up to £5000.
• A £40,000 budget for projects meeting one of the North LAC Community Plan priorities; expenditure up to £5,000 to be decided by the Community Services Manager.
• A £5,000 fund to support the work of the 2 cost of living workers in the North LAC area.
• A £5000 operations budget for ongoing, practical LAC expenditure.

The report recommended that the North Local Area Committee note the expenditure of the 2025/26 budget against the £100,000 budget.

The committee was scheduled to receive a presentation from Anika Zahman, Rehousing Team Manager, Sheffield City Council, regarding consultation on the Housing Allocations Policy Review.

The committee was also scheduled to receive a presentation from Abigail Abrames, Harmony Music School, regarding Ecclesfield Together, and a presentation from Andrew Towlerton, Parish Clerk, Ecclesfield Parish Council, regarding Ecclesfield Parish Council.

Other Business

The North Local Area Committee was scheduled to discuss an update from Andrew Male, Community Services Manager, on North Local Area Committee Summer Activities.

The agenda included an item to receive an update from Parish and Town Councils.

There was also an item on the agenda for interactive breakout discussions on 'Your Community', with the live webcast paused to allow public participation.

The committee was also scheduled to confirm the date and time of the next meeting.
