Despite 31 letters of representation, including from Paul Homes MP and the Fareham Society, raising concerns about the principle of development, character, ecology, highways, and local infrastructure, the application was approved. The approval is subject to conditions, including a Section 106 agreement for reptile translocation and biodiversity net gain monitoring, as well as a Construction Environment Management Plan. The NHS Hampshire and Isle of Wight Integrated Care Board (ICB) noted potential pressures on GP services due to the complex health needs of care home residents.

• Land West of Lockswood Road, Warsash (P/25/0702/FP): A hybrid application consisting of full planning permission for an 80-bed care home and outline planning permission for up to five dwellings was approved. The committee heard that the only matter for consideration regarding the outline planning permission was access. The site is within an area allocated for residential development in the Fareham Local Plan 2037. Despite ten representations raising concerns about safety, traffic, the need for housing and care homes, and the impact on wildlife, the committee approved the application, subject to a Section 106 agreement. The agreement includes provisions for highway works, affordable housing contributions, Solent Recreation Mitigation Strategy (SRMS) contributions, New Forest Recreation Disturbance mitigation, habitat retention, and biodiversity net gain monitoring.

• Land at Military Road, Wallington (P/19/0130/OA): An outline application for the construction of up to 17 dwellings, including 11 self/custom build plots and 6 affordable homes, was approved. The committee noted that the application was for access only. Despite 141 objections regarding the principle of development, character, highways, amenity, and environmental concerns, the committee approved the application. The approval is subject to a Section 106 agreement, including provisions for affordable housing contributions, Solent Recreation Mitigation Partnership (SRMP) contributions, New Forest Recreational Disturbance Interim Mitigation, and habitat retention.

Other Planning Applications

• 47 Locks Road, Locks Heath SO31 6NS (P/25/0362/FP): The committee approved the demolition of an existing building and the erection of seven new dwellings. Thirteen letters of objection were received, citing concerns such as the impact on local infrastructure, character, traffic, and loss of green space. Two supporting comments were received, praising the good use of an underutilised site and its proximity to amenities. The approval is subject to conditions, including a Section 106 agreement for recreational disturbance mitigation and biodiversity net gain monitoring.

• 3 The Lawns, Burridge SO31 1BL (P/25/0502/VC): The committee approved a variation of condition 1 (approved plans) to include amendments to fenestration, Juliette balconies, a raised planter, an increased depth of rear step, boundary fencing, and garage access provisions. Eight letters of representation were received, raising concerns about noise, discrepancies between plans and construction, and privacy. The approval is subject to conditions, including a restriction on using the roof as a balcony.

• Ambyree, Glen Road, Sarisbury Green SO31 7FE (P/25/0619/FP): The committee approved the reconfiguration and re-surfacing of a vehicular access track to a barn. Thirteen letters of representation were received, raising concerns about unauthorised works, waste dumping, increased traffic, and denial of right of way.

• Waterside, Deanes Park Road PO16 0DG (P/25/0879/FP): The committee approved the remodel of an existing dwelling, including a first-floor extension, single-storey rear extension, front porch, and rear balcony. Nineteen letters of representation were received, raising concerns about the design, impact on the area, overlooking, and loss of light.

• The Crofton, 48 Crofton Lane PO14 3QF (P/25/0583/FP): The committee approved a three-bed dwelling on land adjacent to The Crofton public house, including a new vehicular access, parking, and landscaping. Fourteen letters of representation were received, raising concerns about design, impact on neighbours, heritage, parking, and ecology.
