Here is a summary of the scheduled discussions for the Hertsmere Borough Council Planning Committee meeting on 21 August 2025.
The agenda included several planning applications for consideration, including a major outline application for new homes and community facilities on the Land At Bushey Hall Golf Club site. The committee was also scheduled to discuss a proposed Battery Energy Storage System, and an application for advertisement consent. The meeting also included a review of the current position on planning appeals.
Land at Bushey Hall Golf Club
The committee was scheduled to consider an outline planning application for the provision of new homes (Class C31) and community, healthcare and well-being facilities (Use Classes F22, E (e)), along with the creation of accesses, landscaping and associated works at Land At Bushey Hall Golf Club, Bushey Mill Lane, Bushey, Hertfordshire. The planning officer's report proposed that the Head of Planning, Economic Development & Climate Change be delegated to grant permission, subject to conditions and a Section 106 planning agreement.
The report pack included an addendum that addressed:
- Off-Site Highways Works
- Legal Review of Grey Belt Assessment
- Addendum to Green Belt Assessment (including grey belt)
- Officer Assessment: Planning Balance
- Consideration of Very Special Circumstances
- Conclusion
The addendum noted that the application had been deferred from a previous meeting to allow for further assessment.
The additional legal opinion stated that the officer's assessment in the committee report is entirely sound
.
The addendum also reiterated that the application site would be classified as grey belt, as it makes a moderate contribution to purposes (a) and (b), and no contribution to purpose (d) of green belt land as defined by the NPPF. The addendum stated that the proposal would meet all the requirements set out in paragraphs 155 and 156 of the NPPF, and therefore it should not be regarded as inappropriate.
The report pack also included the proposed heads of terms for a Section 106 agreement, including clauses relating to:
- Affordable housing: 70% of the total dwellings to be affordable housing.
- Medical centre & community hub: including a medical centre to be leased to a local doctor's practice or the NHS for 15 years at a peppercorn rent.
- Landscape buffer: securing the retention of land outside the red line of the planning application as a landscape buffer.
- Various financial contributions towards local infrastructure.
Land West of Hilfield Lane, Aldenham
The Planning Committee was scheduled to review a report relating to a full planning application for the 'Proposed development of a Battery Energy Storage System (BESS) including ancillary works and access arrangements' at Land West of Hilfield Lane, Aldenham, Hertfordshire. The report proposed that if the Local Planning Authority had been in a position to determine the application, they would have granted planning permission subject to conditions.
Garages to the Rear of 23/25 Park Road and Land to the Rear of 38-40 Watling Street, Radlett
The Planning Committee was scheduled to review a report relating to a full planning application for the 'Demolition of existing garages on Plot B to allow for the erection of three-storey residential apartment block comprising of 5 units (3 x 2 bed flats and 2 x 3 bed flats) to include basement with storage and service areas' at Garages to the Rear of 23-25 Park Road and Land to the Rear of 38-40 Watling Street, Radlett, Hertfordshire. The report proposed that the Head of Planning and Economic Development or Development Management Team Manager be delegated to grant planning permission, subject to a Section 106 agreement and conditions.
Aberford Park, Aberford Road, Borehamwood
The Planning Committee was scheduled to review a report relating to an application for advertisement consent for the 'Erection of 8m flagpole' at Aberford Park, Aberford Road, Borehamwood, Hertfordshire. The report proposed that consent be granted subject to conditions.
