The Caerphilly Council Planning Committee convened for a multi-locational meeting to address planning applications and related matters. The agenda included a request to amend the delivery hours for a food store in Nelson, and a reserved matters application for a housing development at Virginia Park Golf Course. The committee was also scheduled to review the minutes from their previous meeting.
Planning Applications
Virginia Park Golf Course, Caerphilly
The committee was scheduled to consider an application for reserved matters relating to the proposed erection of 174 dwellings, open space, roads, footpaths and associated works at Virginia Park Golf Course. This related to phase 1 of the wider development, and also sought to discharge conditions relating to the outline planning consent 1.
The application sought approval for the access, layout, scale, appearance and landscaping of the development, pursuant to outline planning consent 17/0804/OUT. The proposed development includes 94 open market units, comprising a mix of 3- and 4-bedroom family housing, and 80 affordable homes, split between 12 section 106 2 affordable homes, and 68 affordable homes to be delivered in partnership with a local Registered Social Landlord (RSL).
Two responses had been received regarding the application, with concerns raised about the segregated nature of the social rent and affordable homes properties, and a lack of integrated solar panels.
The report pack stated that the council's ecologist and the Senior Arboricultural Officer had not responded to requests for comment.
The Co-operative Food, Mafon Road, Nelson
The committee was scheduled to discuss an application concerning The Co-operative Food store on Mafon Road, Nelson. Aldi Stores Limited, the applicant, requested the removal of condition 28 of planning consent 24/0254/FULL, which restricts delivery hours. The original condition limited deliveries to between 07:00 and 21:00, Mondays to Saturdays, and 08:00 and 18:00 on Sundays and Bank Holidays. The applicant sought to extend these hours to allow deliveries from 06:00 until 21:00 Monday to Saturday and from 07:00 until 18:00 Sunday and Bank Holidays.
The council's Environmental Health Manager requested a condition that limits the proposed extended delivery hours for a period of 1 year, to allow the situation to be monitored and any potential complaints that are received to be investigated.
One neighbouring property and a Member of the Senedd had responded to the application, raising concerns about potential light, noise and air pollution.

The committee was scheduled to approve and sign the minutes of the Planning Committee meeting held on 13th August 2025 [Planning Committee held on 13th August 2025.pdf]. During that meeting, the committee:
