The Hounslow Council's Housing and Environment Scrutiny Panel met on 17 September 2025 to discuss land ownership in Hounslow, and to review the panel's terms of reference. The panel was also scheduled to discuss next steps, visits, and a review of good practice. Councillor Hina Mir, Chair of the panel, was scheduled to welcome attendees to the meeting.
Land Ownership in Hounslow
Sabeel Khan, Assistant Director for Traffic, Transport, and Parking, and Lorien Kelly, Head of Regulatory Services in Environmental Services, were scheduled to discuss land ownership in Hounslow.
The previous meeting on 18 June 2025 included a discussion of land ownership in the borough, where Joe Sanders-Wilde presented background data and context for why this topic was suggested.
During the Scrutiny in a day session, members found a lack of clarity around land ownership, which hampered effective enforcement.
It was noted that the council no longer uses land registry data due to fees, but instead uses free datasets.

The panel was scheduled to discuss its deep dive terms of reference.
Minutes
The minutes from the meeting held on 18 June 2025 were scheduled for review. At that meeting, Vid Calovski gave an overview of how the Scrutiny Panel operates. It was agreed that previous recommendations should be included in the minutes.
