Summary
Here's a summary of the Swansea Council Cabinet meeting held on 18 September 2025. School Amalgamation
The cabinet approved a proposal to publish a statutory notice regarding the amalgamation of Blaenymaes Primary School and Portmead Primary School. The amalgamation is now scheduled for 1 September 2030, a revision from the initial date of 1 September 2027 following a consultation. Any objections received during the statutory notice period will be considered at a cabinet meeting on 11 December 2025.
St Thomas Waterfront Redevelopment
The cabinet approved the Stage 1 Project Plan for the St Thomas Waterfront Site Redevelopment, triggering the development of a more detailed Stage 2 Project Plan within six months by development partners Urban Splash. The cabinet also delegated authority to the Director of Place, Chief Legal Officer, Director of Finance, and Cabinet Member for Investment, Regeneration, Events, and Tourism to negotiate and finalise necessary documentation to progress the scheme up to the Stage 2 Project Plan Scheme Proposal.
Budget Monitoring
The cabinet reviewed the Revenue and Capital Budget Monitoring report for the first quarter of 2025/2026. They noted the comments and variations within the report, including the heightened material uncertainties
. The cabinet approved virements1 and the use of the Contingency fund and Inflation provision, subject to advice from the Section 151 Officer2. Directors were urged to minimise service spending, acknowledging that the budget's balance relies on anticipated reimbursement from the Welsh Government, contingency budgets, and reserves. The indicative position regarding the likely final cost of the pending pay award was also noted, with further actions to be confirmed in subsequent quarters.
Performance Monitoring
The cabinet reviewed the Quarter 1 2025/26 Performance Monitoring Report, noting the council's performance in delivering its well-being objectives. They endorsed the use of this performance data to inform executive decisions on resource allocation and to support corrective actions aimed at improving performance and efficiency in delivering national and local priorities.
Regional Economic Delivery Plan
The cabinet approved the Mid Term Review of the Regional Economic Delivery Plan (REDP), which was adopted as the council's overarching economic regeneration policy in January 2022.
Local Authority Governor Appointments
The cabinet approved the following nominations for Local Authority (LA) Governor vacancies on School Governing Bodies:
- Councillor Wendy Lewis for Waunarlwydd Primary School.
- Theresa Ogbekhiulu for Morriston Comprehensive School.
Councillor Robert Smith declared a Personal & Prejudicial Interest in this item but had dispensation from the Standards Committee to stay, speak but not vote on matters relating to the Appointment of Local Authority Governors.
Leader's Announcements
Councillor Rob Stewart, Leader of the Council, addressed the severe weather and flooding that had recently affected Swansea, particularly in Cwmbwrla and Penclawdd. He outlined the council's response to the Cwmbwrla flooding and thanked those involved in managing the aftermath.
