The Company Member Cabinet Committee met to review the updated work programme for 2025-26 and to discuss the service performance of Lancashire Renewables Limited, Active Lancashire Limited, and Lancashire County Developments Ltd. The committee approved the updated work programme and reviewed and agreed to the performance and business plans of the three companies, requesting additional reporting on key performance indicators and the implications of local government reorganisation. An update on correspondence regarding Growth Lancashire Limited was also provided, with a response to be drafted.
Lancashire Renewables Limited Performance Review
The Committee reviewed the performance of Lancashire Renewables Limited, and agreed to the company's service delivery and strategic priorities.
The General Manager of Lancashire Renewables Limited confirmed that no county council-controlled waste was being put into the Jameson Road Landfill Site in Fleetwood.
The committee requested that the General Manager include Key Performance Indicator data in future service update reports. They also requested a report on the implications of Local Government Reorganisation for the company, to be presented at the next meeting.
Lancashire County Developments Ltd Business Plan and Update
The Committee endorsed the production of a detailed business case for further investment in Lancashire Business Park, specifically related to the lease renewal of Navigator, a major tenant.
The committee recommended that officers produce a separate report detailing the potential implications of Local Government Re-organisation on Lancashire County Developments Ltd (LCDL) assets and the services they support. The LCDL Company Business Plan for 2025-26, which has been approved by the LCDL Board of Directors, was endorsed.
Active Lancashire Limited Performance Review and Business Plan
The Committee reviewed and agreed to the service update from Active Lancashire Limited, covering the past 12 months of operation. They also considered the progress made by Active Lancashire Limited in delivering its Business Plan for 2025/26.
Company Member Cabinet Committee Work Programme 2025/26
The Committee approved the updated work programme for 2025-26, as detailed in Appendix A of the Company Member Cabinet Committee - Work Programme 202526 report. The work programme is intended to be a working document, updated at each meeting to allow the Committee to add or remove future agenda items as needed.
The report noted that all county council-owned companies will have reported to the Committee since the county council election in May 2025. The three companies reporting at this meeting were:
- Lancashire County Developments Limited and its subsidiary, Lancashire County Developments (Property) Limited
- Active Lancashire Limited
- Lancashire Renewables Limited
The report also stated that ensuring the Committee has an up-to-date work programme will assist it in meeting its shareholder/company member legal obligations for each company.
Urgent Business
The committee received an update following recent correspondence regarding Growth Lancashire Limited. It was resolved that a response would be drafted as soon as possible. At the last meeting of the Company Member Cabinet Committee held in June 2025 a decision was taken to resign as a company member and company secretary of this company.
