The Health & Wellbeing Board was scheduled to meet on 16 September 2025 at Hove Town Hall to discuss several key issues impacting the health and wellbeing of Brighton & Hove residents. Items on the agenda included an update from NHS Sussex Integrated Care Board, the 'Let's Get Moving' strategy, the Homelessness and Rough Sleeping Strategy, the Pharmaceutical Needs Assessment, and Joint Health & Wellbeing Strategy outcome measures related to dying well. The meeting was also scheduled to include a deputation from Mr Keith Burchfield.
Homelessness and Rough Sleeping Strategy 2025-2030
The board was expected to discuss the draft Homelessness and Rough Sleeping Strategy 2025-2030. The report pack included the draft strategy for consultation1 and a review of homelessness in Brighton & Hove. The draft strategy set out the council's plans for preventing and reducing homelessness, and ensuring sufficient accommodation and support for those at risk or who become homeless. It identified three main priorities:
- Increasing the effectiveness of preventing homelessness and rough sleeping through early identification of risk and targeted prevention.
- Improving temporary accommodation pathways and experiences, including move-on support and accommodation quality.
- Providing joined-up support with partners to people who most need help, such as those with multiple compound needs2 or experiencing rough sleeping.
The review of homelessness in Brighton & Hove noted that Shelter estimated that, in 2024, 1 in 77 people in the city were affected by homelessness. It also noted that rough sleeping was rising in Brighton & Hove, with the rate in March 2025 at 30 per 100,000 population.
Pharmaceutical Needs Assessment 2025
The board was scheduled to consider the final report of the Pharmaceutical Needs Assessment (PNA) 2025. The PNA, which is a statutory requirement, evaluates the current and future need for pharmaceutical services in Brighton & Hove, ensuring services meet the needs of the local population, and supporting commissioning decisions. The draft PNA had been presented to the board in July, and a consultation on the draft ran from 27 May to 27 July 2025. The final PNA concluded that pharmaceutical services in Brighton & Hove were well distributed and accessible, meeting the current and projected needs of the population. It stated that no gaps had been identified in the provision of necessary services during or outside normal working hours, and that advanced and enhanced services were widely available.
Joint Health and Wellbeing Strategy – Dying Well Update
The board was expected to receive an update on the Joint Health and Wellbeing Strategy outcome measures relating to Dying Well. The Joint Health and Wellbeing Strategy sets out the vision for improving health and wellbeing and reducing health inequalities in Brighton & Hove. The strategy identifies four key areas: starting well, living well, ageing well, and dying well. This report focused on the 'Dying Well' theme, with the key outcome measure being the annual percentage of registered deaths where the place of death is recorded as home. The report noted that, in 2023:
- 37% of deaths in Brighton & Hove were in hospital, compared to 43% in England.
- 32% of deaths were at home, compared to 28% in England.
- 26% of deaths were in care homes, compared to 21% in England.
- 1% of deaths were in a hospice, compared to 5% in England.
'Let's Get Moving' - Brighton & Hove Sport & Physical Activity Strategy: Update
The board was scheduled to receive an update on the 'Let's Get Moving' strategy. The strategy's vision is for Brighton & Hove to be a city where everyone has the opportunity, encouragement, and environment to move more, live well, and be healthy. The report pack noted that the latest data suggested that 79.2% of adults in Brighton & Hove were physically active, having the second highest levels when compared to other local authority areas in England. It also noted that 12.4% of adults were physically inactive in Brighton & Hove, with the city being the 4th lowest when compared to other local authority areas in England.
Update from NHS Sussex Integrated Care Board
Stephen Lightfoot, Chair of Sussex Integrated Care Board (ICB), was expected provide an update. An addendum to the agenda included an update on NHS reform. The update covered aspects of NHS reforms and other measures, including:
- All ICBs being required to make more than 50% savings in management costs by the end of the calendar year.
- A new funding formula for ICBs which will see Sussex funding reduced by around £200 million per year.
- The publication of 'Fit for the Future', the 10-year health plan for England.
