The Adult Health and Social Care Policy Committee were scheduled to meet on 17 September 2025, at Sheffield Town Hall. The agenda included discussion of the Director of Adult Social Services (DASS) overview, the Older People's Housing Strategy, and an update on the Joint Equipment Contract. The meeting was also scheduled to cover committee business, including noting the resignation and appointment of members to the Health Scrutiny Sub-Committee, questions from the public and committee members, and a review of the committee's work programme.
DASS Overview
The committee was scheduled to receive a quarterly update on the performance and delivery of the Adult Care Strategy, Living the Life You Want to Live. The report included updates on:
- Strategy in relation to working with people
- The Care Quality Commission (CQC) update, including site visit and next steps
- Performance, including key highlights and mitigations
- A review of current activities
- Strategy development, including engagement and collaboration
The report recommended that the Adult Health and Social Care Policy Committee:
- Notes progress in delivering upon the Adult Care Strategy Living the Life You Want to Live.
- Notes the performance update and areas for prioritisation and focus.
- Notes the preparations for the CQC assessment, which will conclude before the end of 2025.
The report also included an updated Equalities Impact Assessment (EIA) for the Adult Care and Wellbeing Strategy, last updated in May 20241.
Older People's Housing Strategy 2025-2030
The committee was scheduled to consider and endorse the Older People's Housing Strategy 2025-2030, which had already been approved by the Housing Policy Committee on 19 June 2025. The five-year strategy aims to support older residents by focusing on housing and housing support that facilitates independent living in later life. It builds on the progress made by the 2017-2022 Older People's Independent Living Housing Strategy and aligns with the five ambitions of the overarching Housing Strategy 2024-2034:
- More homes and housing choice
- Housing carbon emissions reduced to net zero by 2030
- Safe, good quality and comfortable homes
- Great, safe neighbourhoods that people are happy to call home
- Homes and housing services that end homelessness and support healthy, independent lives
The strategy focuses on three main areas:
- Mainstream age-friendly housing
- Specialist older people's housing for independent living
- Age-friendly housing support and neighbourhoods
The report recommended that the Adult Health and Social Care Policy Committee endorse the adoption of the new five-year Older People's Housing Strategy.
The report also included a Table of Strategy Changes, a Phase 2 Consultation Report, an Evidence Base, and an Equalities Impact Assessment.
Joint Equipment Contract Update
The committee was scheduled to discuss a report seeking approval to initiate a joint procurement process for the Integrated Community Equipment Loan Service (ICELS) with Rotherham Council. The aim of the joint procurement was to leverage collective buying power, achieve cost savings, improve service efficiency, and enhance overall procurement processes. The report stated that this initiative aligns with the strategic objectives of both councils and the Integrated Care Board (ICB) to provide high-quality, cost-effective services to their residents.
The report recommended that the Adult Health and Social Care Policy Committee:
- Agree to jointly Commission an Integrated Community Equipment service in collaboration with Rotherham Council from April 2027.
- Adopt a model of Joint governance and a dedicated CES team
- Agree to pooled funding via Section 75 arrangements.
The report also included an Equalities Impact Assessment.
Other Business
The committee was also scheduled to:
- Note the resignation of Councillor John Wright as a Member of the Health Scrutiny Sub-Committee and the appointment of Councillor Laura McClean as a Member to fill the vacancy.
- Agree to the appointment of Councillor Laura McClean as Chair of the Sub-Committee.
- Consider the Committee's work programme.
- Receive any questions from members of the committee.
- Receive any public petitions, questions and statements.
