The Selby and Ainsty Area Committee met to discuss the Maltkiln New Settlement Development Plan Document (DPD), updates from the area's MPs, and a briefing paper on Selby community centres. The committee agreed to consult on and recommend the adoption of the Maltkiln DPD. They also discussed community safety, parking enforcement, and climate change projects.
Maltkiln New Settlement Development Plan Document
The Selby and Ainsty Area Committee consulted on the Inspector's Report on the Examination of the New Settlement (Maltkiln) Development Plan Document (DPD) and its recommendation for adoption.
The Maltkiln DPD sets out the planning framework for a new settlement to be built near Cattal, between York and Harrogate. The plan allocates land for housing, employment, education, and community facilities, as well as green spaces and transport infrastructure.
The DPD has been subject to independent examination by a planning inspector, who has concluded that it is sound and can be adopted, subject to a number of modifications.
The committee discussed the inspector's report and the proposed modifications. They noted that the DPD is a key document for the future development of the area, and that it is important to ensure that it is adopted as soon as possible.
The committee resolved to recommend to the Executive of North Yorkshire Council that the Maltkiln DPD be adopted.
Selby Community Centres
The Selby and Ainsty Area Committee received a briefing paper on Selby community centres, sheltered housing, and communal spaces.
The briefing paper provided an overview of the current provision of community facilities in the Selby area, and identified a number of challenges and opportunities. These included:
- The need to ensure that community facilities are accessible and inclusive for all members of the community.
- The need to improve the quality and range of services offered at community facilities.
- The need to ensure that community facilities are financially sustainable.
- The opportunity to develop new and innovative models of community provision.
The committee discussed the briefing paper and agreed that it was important to support and invest in community facilities in the Selby area. They noted that community facilities play a vital role in promoting social inclusion, improving health and wellbeing, and supporting local economies.
Updates from the Area Committee's MPs
The Selby and Ainsty Area Committee received updates from the area's MPs, including Sir Alec Shelbrooke, the Conservative MP for Elmet and Rothwell, and Keir Mather, the Labour MP for Selby and Ainsty.
The MPs provided updates on a range of issues, including:
- The economy and jobs
- Health and social care
- Education
- Transport
- The environment
The committee thanked the MPs for their updates and agreed to continue to work with them on issues of concern to the local community.
Matters Arising from Previous Meeting
During the meeting, the committee followed up on several issues raised in their previous meeting.
School Transport Policy
At the meeting on 26 June 2025, the committee had referred five public questions to the Executive regarding changes to the home to school transport policy1. The questions concerned the cost assumptions behind the changes, the impact on Tadcaster Grammar School, communication of the changes to parents, and the timing and independence of a review of the policy.
At this meeting, the committee noted that they were still awaiting a response from the Executive.
