The Horsham Council Planning Committee was scheduled to meet on 16 September 2025 to discuss several planning applications, including a large housing development, a change of use for agricultural land, and alterations to a boundary wall. The meeting was set to address a range of issues from landscape impact and highway safety to water neutrality and heritage asset protection.
Land North Of The Rosary, Partridge Green
The committee was scheduled to further consider outline planning permission for the erection of up to 81 new dwellings and associated infrastructure on land north of The Rosary, Partridge Green. This application had been before the committee twice before, and the report pack included the reports from the previous meetings.
The primary purpose of the new report was to address new material planning considerations that had arisen since the last committee meeting:
- Updates to the Environment Agency flood risk maps, which now show an increased risk of flooding on the northern parts of the site.
- An amendment to the description of development to refer to the application now being for 'up to 81 dwellings'.
- A consultation response from Natural England following an updated Appropriate Assessment addressing the use of SNWCS (Sussex North Water Certification Scheme) to offset the development's mains water consumption.
Natural England had raised no objections to the updated Appropriate Assessment.
Land To The South of Two Mile Ash Road, Two Mile Ash, Horsham
The committee was scheduled to consider an application from Mr James Sambrook for the change of use of agricultural land to playing fields for football, including a new access, car parking area with permeable surface and provision of compostable toilets, on land to the south of Two Mile Ash Road.
The planning officer's report recommended that planning permission be refused. The officer's report stated that more than eight people had made written representations raising material planning considerations that were inconsistent with the recommendation.
The application sought full planning permission for:
- The change of use of agricultural land to five pitches of differing sizes to allow for different age groups.
- 55 parking spaces on a MOT Type 1 surface (crushed stones).
- A covered cycle store for up to 14 cycles.
- Security Gates.
- Tree planting.
- Two waterless composting toilets.
The report noted that the Downs Link runs close to the site.
The report also noted that HDC's Leisure and Sport Team had confirmed that there was a significant logistical challenge and demand in Southwater, outstripping what capacity can be provided and that the current position is unsustainable.
The report stated that the HDC Landscape Architect had raised a holding objection, and was unconvinced that the proposed location was suitable for the type of development proposed.
The report stated that the WSCC Highways Authority did not consider that this proposal would have an unacceptable impact on highway safety or result in 'severe' cumulative impacts on the operation of the highway network.
The report noted that Southwater Parish Council objected to the application.
Land Parcel at 518801 120405, Mill Lane, Partridge Green and Potters Field, Mill Lane, Partridge Green
The committee was scheduled to consider two related applications from Mr John Elliott for land on Mill Lane, Partridge Green:
- Outline application DC/24/1888 for the erection of 2 no. detached dwelling houses and garages with all matters reserved except access, on land parcel at 518801 120405 Mill Lane.
- Outline application DC/24/1887 for the erection of 2No. detached dwellings and garages with all matters reserved except access, at Potters Field, Mill Lane.
The planning officer's report recommended that planning permission for application DC/24/1888 be refused, and that planning permission for application DC/24/1887 be approved.
The report stated that the HDC Landscape Architect had raised a holding objection to application DC/24/1888, and that the HDC Conservation Officer objected to both applications.
The report stated that the WSCC Highways Authority did not consider that either proposal would have an unacceptable impact on highway safety or result in 'severe' cumulative impacts on the operation of the highway network.
The report noted that West Grinstead Parish Council objected to both applications.
The report stated that Natural England had raised no objection to either application, subject to appropriate mitigation being secured.
The report stated that NatureSpace had raised a holding objection to both applications, pending further information.
The Glebe Surgery, The Glebe, Storrington
The committee was scheduled to consider an application from Mr Ford for alterations to the existing boundary wall at The Glebe Surgery, The Glebe, Storrington.
The planning officer's report recommended that planning permission be approved.
The application sought planning permission to reduce the height of part of the boundary wall which fronts the Glebe surgery car park from 1.2m in height to 0.6m in height. The application stated that the purpose of this reduction was to enable vehicles accessing the car park to better see vehicles wishing to exit the car park, thereby improving traffic flow into and out of the site.
The report noted that the proposal had been amended to reduce the wall height to the northern side of the access only in response to neighbour concerns.
The report stated that the HDC Conservation Officer had raised no objection to the application.
The report stated that the WSCC Highways Authority had raised no objection to the application.
The report noted that Storrington and Sullington Parish Council had raised no objection to the application.
The report stated that 13 letters of objection had been received.
