The Licensing & Gambling Sub-Committee is scheduled to convene to consider a premises licence review. The meeting will also cover declarations of interest from the councillors. The meeting is open to the public, except where confidential information is to be discussed.
Premises Licence Review - The Marquee, 35 Regent Road
The central item for discussion is an application to review the premises licence for The Marquee at 35 Regent Road, including adjacent land and Fulton Street. The application was submitted by Philip Smith, Building Control at Liverpool City Council, and concerns public safety. The premises licence holder is Mersey View Leisure Ltd, with Liam Daniel Hincks named as the designated premises supervisor.
The application seeks a review based on public safety concerns, specifically citing the following grounds:
- The proximity of The Marquee to the Hill Dickinson Stadium, a certificated and designated stadium, and the potential impact on safe egress from the stadium's East Plaza.
- Concerns that the
non-compliant marquee
may not meet building regulations, potentially exposing users to health and safety risks. - The potential for
confrontation with opposing supporters
due to the creation of a large drinking venue near the stadium entrances/exits, which could affect safe ingress and egress.
The current premises licence permits a range of activities from 9am to midnight, Monday to Sunday, including:
- Performances of plays, films, indoor sporting events, boxing or wrestling entertainment, live music, recorded music and dance (both indoors and outdoors)
- Late night refreshment (indoors and outdoors) from 11pm to midnight
- Sale of alcohol (on the premises)
The Sub-committee is reminded of its obligations under the Licensing Act 2003, and that any steps taken must promote the licensing objectives, be appropriate for promoting those objectives, and be proportionate to what they intend to achieve.
The licensing objectives are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
The report pack notes that the Sub-committee has several options available to it, including modifying the licence conditions, excluding a licensable activity, removing the designated premises supervisor, suspending the licence for up to 3 months, or revoking the licence.

At the beginning of the meeting, Councillors Christine Banks, Chair of Licensing and Gambling Committee and General Purposes Licensing Committee, Councillor William Shortall, Deputy Lord Mayor of Liverpool, and Councillor Malcolm Kelly, Chief Whip of the Liberal Democrat Group, will be asked to declare any interests related to items on the agenda. This is in accordance with the council's code of conduct. Councillors are also asked to consider whether they are predetermined or have an actual or apparent bias on any item.
