The Plans Committee of Charnwood Borough Council scheduled a meeting for Thursday, 18 September 2025, to discuss several planning applications and a list of applications determined under delegated powers. The meeting was to be held in the Preston Room, Woodgate Chambers, Loughborough.

Planning Applications
The committee was scheduled to review and make recommendations on four planning applications:
Peashill Farm, Ratcliffe Road, Sileby (P/25/0293/2): This concerned a section 73 application to vary condition 2 (approved plans) of a previously approved outline planning application (P/21/2131/2) for up to 175 dwellings. The variation sought was a revision to the tree planting design code. The report pack noted that the application required determination by the Plans Committee because it proposed amendment to a planning permission granted by the Committee, and because the Head of Planning and Growth considered that the variation was not minor in nature. The report pack stated that the previously approved Tree Planting Design Code was the first and only one in the Borough, and was submitted during the consideration of P/21/2131/2 to address concerns regarding landscape/visual impact. The report pack stated that the proposed variation was sought because the Local Highway Authority (LHA) had commented that the internal layout of the reserved matters application did not fully accord with the Leicestershire Highway Design Guide (LHDG) and the site was therefore not suitable for adoption. The report pack noted that the main differences between the approved version of the Tree Planting Design Code and the proposed version were:
- Positioning trees outside but adjacent to the footway instead of between the carriageway and footway
- Incorporation of 'manco' corridors to allow for future maintenance as part of the development's overall landscaping, instead of maintenance by means of adoption as part of the highway
- A revised 'street hierarchy' , from 3 categories to 5
- Introduction of tree planting at the main site entrance comprising large trees
- Deletion of 'build outs' and tree pits between parallel parking bays The report pack stated that the recommendation was to grant the application conditionally.
Land off Hathern Road, Shepshed (P/21/2424/2): This related to a site already approved for the erection of up to 270 dwellings. The application sought the removal of condition 16 of P/14/1687/2, which required works to be undertaken at the junction of the A6 Derby Road/Shepshed Road/Narrow Lane, Hathern. The report pack noted that Councillor Jane Lennie, Chair of the Plans Committee had deferred the application at the meeting on 23 January 2025, in order for an independent highways assessment to be carried out regarding the removal of condition 16. The report pack stated that the independent Highways Assessment demonstrated that traffic levels at the junction were significantly less than those predicted when condition 16 was imposed, and that the junction was operating within its operational capacity by a significant margin. The report pack stated that the recommendation was to grant the application conditionally.
Land off Melton Road, Barrow Upon Soar (P/21/0759/2): This was an outline application for up to 135 new dwellings, with all matters reserved except access. The report pack noted that the application was considered at Plans Committee on the 22nd December 2022, and that the committee had resolved to grant planning permission subject to the completion of a s106 agreement[^2] and conditions. [^2]: Section 106 agreements are legal agreements between local authorities and developers, used to mitigate the impact of new developments on the community and infrastructure. The purpose of the current report was to update Plans Committee on material considerations since the last committee resolution, and to update the resolution in relation to the s106 terms and planning conditions. The report pack stated that the recommendation remained the same: to grant the application conditionally with s106 obligations.
Land South of Melton Road, Barrow Upon Soar (P/21/0760/2): This was an outline application for up to 130 new dwellings, with all matters reserved except access. The report pack noted that the application was considered at Plans Committee on the 22nd December 2022, and that the committee had resolved to grant planning permission subject to the completion of a s106 agreement and conditions. The purpose of the current report was to update Plans Committee on material considerations since the last committee resolution, and to update the resolution in relation to the s106 terms and planning conditions. The report pack stated that the recommendation remained the same: to grant the application conditionally with s106 obligations.
List of Applications Determined Under Delegated Powers
The committee was also scheduled to receive a list of planning applications determined under delegated powers from 1 August 2025, to 31 August 2025.
