The Pensions Compensation Committee of Caerphilly County Borough Council met on 28 August 2025 to consider applications for access to unreduced pension benefits. The Notice of Decisions Taken at Pensions Compensation Committee indicates that the committee was scheduled to discuss applications from the Directorate of Education and Social Services, and the Directorate of Housing and Environment.
The meeting was held at 2:00 PM and was attended by Councillor W. Williams, Chair, Councillor M. Adams, Councillor E. Aldworth, Councillor P. Cook, and Cabinet Member Councillor C. Morgan, Cabinet Member for Waste, Leisure and Green Spaces, as well as council officers L. Donovan, Director of People Services, A. Probert, Principal HR Officer, K. Cole, Director of Education, J. Reynolds, Interim Director of Environment and Regulatory Services, and A. Jones, Committee Services Officer.
Applications for Access to Unreduced Pension Benefits
The Public Reports Pack included consideration of applications for access to unreduced pension benefits on the grounds of business efficiency.
Two applications were from the Directorate of Education and Social Services, and two from the Directorate of Housing and Environment.
The report pack recommended that the applications at 5.9 and 5.10, and 5.6 and 5.7 be agreed.
Public Interest Test
The committee was scheduled to consider and approve a public interest test to exclude the public from the remainder of the meeting. The reason cited for this exclusion was:
...the likely disclosure to them of exempt information as defined in paragraph 12 and 14 of Schedule12A of the Local Government Act 1972.
Paragraph 12 of Schedule 12A of the Local Government Act 1972 relates to information relating to a particular individual, and paragraph 14 relates to information relating to the financial or business affairs of any particular person (including the authority holding that information).1
