Open Council Network is an independent organisation. We report on Caerphilly and are not the council. About us
The Caerphilly Council meeting scheduled for 29 August 2025 included a review of valid planning applications received up to 27 August 2025. These applications covered a range of proposals, from residential extensions to changes of use for commercial properties. Each case was assigned to a specific planning officer for review.
Planning Applications
The council was scheduled to review the following planning applications:
- Dunedein, Upper Tribute Avenue, Cwmcarn, Newport, NP11 7ER A proposal was made to create a vehicle parking bay in front of the property.
- Health Centre Unit B, East Avenue, Bedwas, Caerphilly, CF83 8AE A request was made to change the use of the property from a doctor's surgery to a residential flat. The Welsh Government provides guidance on planning permission for changes of use[^1]. [^1]: Planning permission is required when a development involves a material change of use of land or buildings. Certain changes of use are permitted without requiring an application for planning permission. These are specified in the Use Classes Order.
- Land At Grid Ref 316002 199541 Ty Fry Road East Ul, Aberbargoed An application was submitted to erect 14 dwellings with integral or detached garages, two flats, and associated surrounding works. The site area is 10425m². This application was expected to be decided at a delegated level[^2]. [^2]: Delegated powers are the powers that a council has chosen to delegate to its officers, meaning that the decision can be made by the officer rather than requiring a committee vote.
- 1 High Close, Nelson, Treharris, CF46 6HJ A proposal to erect a two-storey side extension, convert the garage, and create off-road parking was under consideration.
- 81 Dol-y-pandy, Bedwas, Caerphilly, CF83 8HL An application was made to erect a first-floor extension.
