Here is a summary of the items that were listed for discussion by the Carmarthenshire Council Planning Committee on 23 September 2025. The meeting was scheduled to take place at County Hall, Carmarthen, and remotely. The agenda included apologies for absence, declarations of personal interests, and the determination of planning applications.
Planning Applications
The Planning Committee were scheduled to consider two planning applications.
53 Rehoboth Road, Five Roads, Llanelli, SA15 5DJ
The committee were scheduled to consider an application for planning permission for a timber hut with surrounding raised decking in the front garden of 53 Rehoboth Road. The structure is raised off the ground by 1.7m at the southeast facing entry point, and the ridge is 4.1m above ground level. The hut measures 2.6m x 2.6m and the decking measures just under 5m x 5m. The structure is situated 12.6m from the northern boundary and 3.7m from the nearest neighbour to the west. The application was partly retrospective, as the structure had already been largely erected.
The applicant, named in the report pack as Ashley Storer and Jonathan Wilshire, stated that the structure was intended to provide an outdoor shelter for their autistic child, who has a proclivity to climb the wall at the front of the property, and that the front garden provides a transitional space for the child to gain graded exposure to external stimulus.
The application was reported to the Planning Committee following the receipt of three or more objections from third parties. Councillor Alex Evans objected on privacy infringement. Three representations were received, objecting to the impact upon the privacy and amenity of neighbours via overlooking and noise, inaccurate plans, that it was not in keeping with the character and appearance of the area, and a lack of public consultation.
Dame Nia Griffith MP, social worker and music therapist Emma Britton, and social worker Rhian Parry all submitted letters supporting the development.
It was recommended that the application be approved, subject to conditions. These included that the structure only be used by Mr Jonathan Wilshire and partner and any resident dependent(s) who reside at 53 Rehoboth Road, and that the structure be removed in its entirety within one month following the cessation of the use and/or occupation by the above named person(s). A condition was also recommended to ensure that the existing trees located within the front garden area of the application site are not cut down, up-rooted, destroyed, topped, lopped or pruned without the prior written approval of the Local Planning Authority, and that full details for additional planting along the site's boundary with 55 Rehoboth road be submitted.
Penygroes Concrete, Norton Road, Penygroes, Llanelli, SA14 7RU
The committee were scheduled to consider an application for the erection of an additional vertical silo at Penygroes Concrete Works, to be constructed on an existing batching plant. The silo will be used for the storage of E-cat, a supplementary cementitious material to partially replace Portland Cement in block manufacturing.
The proposed new silo is to be constructed upon existing batching plant machinery and measures 4.68 metres in width by 9.1metres in height. The proposed silo will extend in height by some 2.8 metres above the height of the existing construction. The main silo body has an overall height of 6.5 metres.
The applicant, named in the report pack as Messrs R & D Williams, confirmed that the new silo would not increase floorspace, would not in itself generate additional HGV trips, as it substitutes material already used and requires a variation to the site's Environmental Permit1 to regulate air quality and dust.
The application was reported to the Planning Committee following the receipt of three or more objections from third parties.
Llandybie Community Council supported the application with a condition that the new junction and entrance should be used by the company instead of the Norton Road entrance. Councillor D Thomas supported the application but requested dust suppression measures, that the company use the new entrance rather than Norton Road, noise reduction measures and a restriction on lorry movements before 8:30am.
Three representations were received, objecting to dust and air quality, noise and disturbance, traffic and highway safety, health impacts, a failure to honour commitments, a perceived lack of transparency and trust in the operator, opposition to the location of an industrial site near housing in principle, and impacts on property values.
It was recommended that the application be approved, subject to conditions. These included that the rating level of the noise emitted from plant/machinery associated with the proposed development/application shall not exceed the existing background noise level, and that at the written request of the Local Planning Authority, the operator within a period of 1 month shall undertake and submit to the authority a noise assessment conforming to BS 41422 and/or its subsequent amendments to determine whether noise arising from development exceeds the level specified in condition 3 above.
