The Powys Public Services Board is scheduled to meet to discuss progress against its well-being objectives, review its terms of reference, and consider its forward work programme. The board will also consider the draft annual report for 2024/25 and receive an update on the Police and Crime Plan.
Draft Powys PSB Annual Report 2024/25
The board will be asked to consider the draft of the Powys PSB Annual Report 2024/25, alongside observations from members of the Powys PSB Scrutiny Committee. The Draft Powys PSB Annual Report 2024_25 highlights the work undertaken to meet the objectives of the Well-being Plan for 2023-2027, which are:
- People in Powys live happy, healthy and safe lives
- Powys is a county of sustainable places and communities
- An increasingly effective Public Service for the people of Powys
The report focuses on three priority areas: responding to the climate emergency, taking a whole systems approach to healthy weight, and shaping the future by improving the understanding of what matters to the people of Powys through evidence and insight.
The PSB Scrutiny Feedback - Annual Report 2024_25 from the Powys PSB Scrutiny Committee welcomed the progress made across the three priority steps and highlighted the degree of collaborative working. The committee requested a better understanding of the Chair's vision for the Powys PSB, particularly around driving the energy needed to encourage collaborative partnership working
. The scrutiny committee also noted the introduction of a risk register and expressed interest in reviewing it, with a focus on how the PSB will manage the risks of lack of funding and capacity.
Police and Crime Plan
The board is scheduled to receive a presentation on the Police and Crime Plan from the Office of the Dyfed-Powys Police and Crime Commissioner. The Police and Crime Plan Update outlines the plan's key considerations, which include statutory requirements, the UK landscape (including the Policing Vision 2030), the Welsh landscape (Welsh Government, Well-being of Future Generations), the local landscape, partners' priorities and consultation with the Chief Constable, Police and Crime Panel members, key stakeholders, partners, local communities and victims of crime.
The plan aims to improve trust and confidence in local policing, support victims and prevent victimisation, support safe communities by preventing harm, and support a more effective justice system. The presentation will also cover the performance framework, multi-agency launch, and the PCC's select committee reviews. The presentation will ask how the board can work together to meet the PCC's priorities.
Workstream Updates and Action Plans
The board will receive updates on the progress of three key workstreams: Evidence and Insight, Responding to the Climate Emergency, and Undertaking a Whole System Approach to Healthy Weight.
Evidence and Insight
Catherine James, Powys County Council, is scheduled to provide an update on the Evidence and Insight Step. The EI Step Q2 Progress Report notes that the online PSB Hub launch was delayed to align with the proposed Climate Hub. The report also mentions the Population Needs Assessment1 (PNA) and Well-being Assessment2 (WBA), and the potential to integrate these processes to reduce duplication.
Responding to the Climate Emergency
Liz Hutchins and Melusi Moyo, Bannau Brycheiniog National Park Authority, are scheduled to present a progress update on the Responding to the Climate Emergency Step. The Q2 2025-26 Climate Step Progress Report notes that Phase 2 is focused on deepening the understanding of the carbon footprint of Powys, sharing evidence, setting up a coherent approach to stakeholder involvement, supporting PSB joined-up working on climate, developing Monitoring, Evaluation, Accountability and Learning (MEAL), and supporting social enterprises. The biggest risk to the Climate Emergency Step is noted as continuity of funding.
A Whole System Approach to Healthy Weight
Mererid Bowley and Tracey Deacon, Powys Teaching Health Board, and Chloe Masefield, Cultivate UK, are scheduled to provide an update on the Whole System Approach to Healthy Weight Step. The PSB WSAHW Report - Q2 2025-26 notes that stakeholder working groups have been merged due to overlapping scope, with the breastfeeding group and introduction to solids group combining to form an Early Nutrition Group, and the Cooking Skills and Affordability of Healthy Food groups merging to create an Accessibility of Healthy Food Group. The report also highlights the promotion of the Breastfeeding Welcome Scheme3 and the development of a gold standard workplace breastfeeding policy (Breastfeeding Charter) for Powys Teaching Health Board.
Review of Board Terms of Reference
The board is scheduled to review the current Powys PSB Terms of Reference 2022 and consider any proposed amendments. The terms of reference outline the board's overall purpose, membership, frequency of meetings, meeting arrangements, roles and responsibilities, decision-making processes, and accountability.
Forward Work Programme
The board will review the PSB Forward Work Programme and consider any additional items for inclusion.
