The Southend-on-Sea City Council Health & Wellbeing Board meeting on 22 September 2025 was scheduled to cover a range of topics, including a pharmaceutical needs assessment, a report on health inequalities for people with learning disabilities, an update on the National Neighbourhood Health Implementation Programme, a progress update on strategies for older people, and an update on the Special Educational Needs and Disabilities (SEND) Action Plan.
Pharmaceutical Needs Assessment
The board was scheduled to discuss the draft Pharmaceutical Needs Assessment (PNA) report. The PNA is a detailed assessment of the pharmaceutical needs of the population of Southend-on-Sea, and is intended to help commissioners make informed decisions about pharmaceutical services in the area.
The report was prepared by the Director of Public Health, and includes several appendices, including one listing all of the pharmacies in Southend, and another listing dispensing appliance contractors1.
Southend, Essex and Thurrock (SET) Learning Disabilities Mortality Review (LeDeR) Annual Report
The Learning Disability Health Equalities Commissioner, Andrew Graham, was scheduled to present the Southend, Essex and Thurrock (SET) Learning Disabilities Mortality Review (LeDeR) Annual Report 2024/25 to the board. LeDeR is a programme that aims to reduce health inequalities and premature mortality for people with learning disabilities.
The report includes an executive summary, and was intended to provide an overview of the key findings and recommendations from the LeDeR programme in the SET area over the past year.
National Neighbourhood Health Implementation Programme (NNHIP) and Coastal Navigators Network (CNN)
Caroline McCarron, the Deputy Alliance Director, SEE Alliance, was scheduled to provide a verbal update on the National Neighbourhood Health Implementation Programme (NNHIP) and Coastal Navigators Network (CNN). The agenda did not contain any further information about these programmes.
Ageing Well, Caring Well and Living Well Strategy
The Head of Adult Strategy Commissioning, Tracey Schneider, was scheduled to present a progress update on the Ageing Well, Caring Well and Living Well Strategy. This strategy sets out the council's approach to supporting older people in Southend-on-Sea.
SEND Update and Action Plan
The Executive Director (Children & Public Health) was scheduled to present an update on Special Educational Needs and Disabilities (SEND) and the SEND Action Plan. The board was provided with both the Report of Executive Director Children Public Health and a supplementary pack containing an amended version of the SEND Action Plan.
