The Tendring District Council Miscellaneous Licensing Sub-Committee met on Monday 22 September 2025, to review two Hackney Carriage Vehicle Licences. Councillors decided to suspend one licence for 14 days and another for 7 days.
Hackney Carriage Vehicle Licence Reviews
The Sub-Committee convened to review two Hackney Carriage Vehicle Licences, both of which had accumulated enforcement penalty points. The first review concerned a driver who had acquired 12 penalty points, and the second concerned a driver who had acquired 13 penalty points.
First Review: 12 Enforcement Penalty Points
The Sub-Committee resolved to suspend the individual's Hackney Carriage/Private Hire Driver Licence for 14 days, effective from the day of the meeting.
Second Review: 13 Enforcement Penalty Points
The Sub-Committee resolved to suspend the individual's Hackney Carriage/Private Hire Driver Licence for 7 days, effective from the day of the meeting. The 13 Enforcement Penalty Points imposed are to remain on the licence for a period of 3 years, in accordance with the Licensing Authority's Hackney Carriage/Private Hire Policy.
Other Business
- Apologies for Absence: Councillor Dan Casey was absent from the meeting, with no substitution.
- Minutes of the Previous Meeting: The minutes of the previous meeting held on Monday 9 June 2025, were approved as a correct record and signed by Councillor Jo Henderson, Chairman of the Standards Committee, the Licensing & Registration Committee and the Miscellaneous Licensing Sub-Committee.
- Declarations of Interest: Councillor Adrian Smith, Portfolio Holder for the Environment & ICT; Vice-Chairman of the Miscellaneous Licensing Sub-Committee, declared that he was a London Taxi driver but had no ties in that capacity to the District of Tendring.
- Exclusion of Press and Public: The press and public were excluded from the meeting during the consideration of the Hackney Carriage Vehicle Licence reviews, as they involved the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A, as amended, of the Local Government Act 19721.
- Exempt Minutes: The exempt minutes of the last meeting of the Sub-Committee, held on Monday 9 June 2025 were approved as a correct record and signed by the Chairman.
