Newport Council's Formal Council Questions and Responses meeting on 8 September 2025 addressed a query regarding the condition of a pavement on Allt-yr-yn Avenue. While the council acknowledged the aesthetic concerns, it stated that the pavement did not meet the criteria for intervention according to the council's Highway Asset Management Plan.
Pavement Condition on Allt-yr-yn Avenue
Councillor Evans raised concerns about the eroded pavement on Allt-yr-yn Avenue near the café on Ridgeway, reporting the issue on 17 July and providing photographic evidence. Councillor Evans highlighted that no action appeared to have been taken, and offered to meet the relevant inspector on site to demonstrate the problem.
R Howells, Cabinet Member for Infrastructure and Assets, responded that the council manages its highway network according to the Highway Asset Management Plan (HAMP) and the Highway Maintenance Manual, ensuring inspections align with asset hierarchy and a risk-based approach.
R Howells stated that while the footway's surface may be aesthetically poor,
a safety inspection on 16 July 2025 found no defects meeting the council's intervention criteria. Despite this, R Howells agreed to meet with Councillor Evans to further discuss the matter.
R Howells also noted the significant backlog maintenance for highway assets, amounting to £119 million, explaining that even with record investment, resurfacing every desired road or footway is not feasible.
