The Licensing Sub-Committee of Knowsley Council met to consider two temporary event notices (TENs) for Bowring Park, and representations made by Merseyside Police. The report pack included the report of the Head of Safety, Resilience and Community Protection, the temporary event notice applications, objections from Merseyside Police, an outline of the licensing objectives, and an equality impact assessment.

Temporary Event Notices for Bowring Park

The Licensing Sub-Committee was scheduled to consider two temporary event notices submitted by TLT Solicitors on behalf of Mr Alan Carney for the Bowring Park Hotel, located at 2 Bowring Park Avenue, Roby, Knowsley, L16 2LE.

The first TEN was for:

• Saturday 13 September 2025 to Sunday 14 September 2025
  • Regulated Entertainment: 11:00 – 23:00
  • Sale of Alcohol: Saturday 11:00 – 00:00, Sunday 11:00 – 23:00

The second TEN was for:

• Friday 19 September 2025 to Sunday 21 September 2025
  • Regulated Entertainment: 11:00 – 23:00
  • Sale of Alcohol: Friday & Saturday 11:00 – 00:00, Sunday 11:00 – 23:00

The report pack noted that Merseyside Police had submitted representations objecting to the granting of the TENs.

Constable Nicola Ireland of Merseyside Police stated that the premises licence had recently been revoked while under the management of the proposed user of the TENs, and that there was:

significant evidence of drug use and condition breaches already under the management of this suggested user.

Constable Nicola Ireland also stated that the applicant was noted by licensing officers to have little knowledge of, or be breaching, the existing licence conditions, and that Merseyside Police had no confidence that the user would uphold the licensing objectives¹.

The report pack included an outline of the council's licensing objectives, which are:

• The prevention of crime and disorder
• Public safety
• The prevention of public nuisance
• The protection of children from harm

The report pack recommended that the Licensing Sub-Committee consider the report of the Head of Safety, Resilience and Community Protection, the temporary event notice applications submitted by TLT Solicitors on behalf of Mr Alan Carney, and the objections submitted by Merseyside Police, and determine the matter on its merits having regard to the council's statement of licensing policy.
