The Enfield Council Local Pension Board convened on Wednesday, 24 September 2025, to discuss the performance of the pension fund, including investment strategies and administration. Fit for the Future Government Consultation, LGPS Pooling and London CIV Updates
The board was scheduled to discuss updates on the government's consultation on the future of local government pension schemes (LGPS), focusing on pooling arrangements and the London CIV. This discussion was listed in two parts, with the second part marked as private and confidential.
The Pension Policy and Investment Committee (PPIC) meeting of 30 July 2025 included a discussion of key proposals from the Government Consultation report:
- All the administering authorities will delegate the implementation of their investment strategy to Pool and take their principal investment advice from the Pool.
- Appointment of Investment Managers will be done by the pool.
- Effecting Enfield: there is a March 2026 deadline by then all listed and private market-assets are to be transferred to the pool. Further details will be given on this.
- Following the consultation, the authority needs to state how much we want to allocate to local investments, and also what the strategic asset allocation is. This is where Enfield will still have some choice.
- A Triannual review will be recommended.
- Previously it was proposed that there will be an independent voting member on the committee, this has now been replaced with an independent non-voting member.
- This will now go through the relevant legislative procedures ie reading in the House of Commons and House of Lords.
Councillor Smith had expressed strong concern over the immersive proposal of reducing local decision making and the idea of centralization, and asked for an explanation of why the current set up is failing, during the PPIC meeting.
Investment Performance for Q1 2025
The board was scheduled to review the investment performance of the Enfield Pension Fund for the first quarter of 2025. This review would likely include an examination of various investment managers and asset classes, as well as an overview of the fund's overall performance against its benchmarks.
LAPFF Quarterly Update
The board was scheduled to receive an update on the activities of the LAPFF for the quarter. This would include details of the LAPFF's company engagements, which are efforts to encourage companies to adopt more responsible environmental, social, and governance (ESG) practices.
Quarterly Monitoring Report of Pensions Administration Performance Targets & Indicators
The board was scheduled to review a report monitoring the performance of pension administration against set targets and indicators. This would likely include an overview of key performance metrics and any associated risks.
Minutes of PPIC
