The report also provides information on the Cumberland Holiday Activities and Food (HAF) Programme, including data on the number of applications, total funding, and sessions available in each locality. Community Panel Update

The Panel is scheduled to receive an update on recent activity by Cumberland Council within the Community Panel area. The report, prepared by the Area Planning Manager, will cover various topics, including:

  • Network Activity: Including a resilience network event held on 4 September 2025, the Baton of Hope event on 7 September 2025, consultations on proposed Borderlands projects in Longtown, a Pride in Cumbria event on 13 September 2025, and a Family Hub day in Longtown on 21 August.
  • Community Asset Transfers (CATs): The Panel will note the new Land and Property Disposals Policy and the role that local members and the community panel play in the process. They will also note the CAT applications/CAT Expressions of Interest (EOI) from within this community panel area, including an expression of interest from Rockcliffe Parish Council for land at School Lane, Rockcliffe.
  • Family Help, Prevention and Youth Justice update: Including information on play spaces, infant feeding groups, little strollers, little learners play group, baby buddies, music and rhyme, toddler tales, infant massage, and growing together. The report will also provide updates on the Youth SAFE and Youth RISE teams, and the cell design project.
  • Early Careers and Apprenticeship Team: The report will highlight the Community Development Team's hosting of a year 12 student on work experience from West Lakes Academy in July.
  • Carlisle Southern Gateway: The report will provide an update on the enhancement of English Street, Victoria Viaduct, The Crescent, and Botchergate, noting that works for the original scope of the project are now largely complete, with work planned for The Crescent to commence in January 2026.
  • Carlisle Digital Community Learning Hub: The report will provide an update on the refurbishment of the City Centre Library to create an accessible digital skills and community learning hub, noting that works started on site in April 2025 and are programmed to be ongoing until early 2026.
  • Start With The Park: The report will provide an update on improvements within the Hammonds Pond park and surrounding active travel links, noting that preliminary design of the active travel improvements is awaiting sign off ahead of work commencing on the detailed design.
  • Caldew Riverside Land Remediation: The report will provide an update on the remediation of contaminated land between Viaduct Estate Road and the River Caldew, noting that contractors have been appointed for the construction.
  • Market Square and Greenmarket: The report will provide an update on the enhancement of Market Square, Green Market and Castle Street, noting that the construction programme slipped from a completion date in August 2025 to September 2025 due to availability of specialist contractors.
  • Consultations: The report will provide information on the Cumberland Local Plan, noting that the first public consultation stage is the 'Issues and Options' consultation, which will run from Monday 1st September to Friday 31st October 2025.

Highways and Transport

The Panel will receive the minutes of the Highways and Transport Strategic Board meeting held on 24 July 2025. Several topics were discussed at the meeting, including:

Paving Brow, Brampton

The Board considered a report regarding pedestrian safety on Paving Brow in Brampton. The report was produced in response to a public question about the safety of pedestrians, particularly vulnerable children housed at an institution within the pedestrian hazard zone.

The report notes that a traffic counter was placed on Paving Brow for seven days, twice, and that the north east bound traffic recorded an 85%tile speed of 35.3mph which meets the criteria for speed enforcement by the police.

The report also notes that there have been two collisions in the last five years, one of which was fatal, but that the fatal collision occurred on Capon Tree Road, which is after the junction with Gelt Road.

The Board agreed to pass the speeding issue to the police for enforcement and to investigate the feasibility of providing a smaller pedestrian warning sign at the Paving Brow/Tarn Road junction end of Paving Brow.

Traffic Regulation Orders

The Panel will consider the Traffic Regulation Orders (TROs) currently planned to be considered within the Panel area. These include proposals for:
