The Licensing Sub-Committee (SMDC) of Staffordshire Moorlands Council met on 23 September 2025 to discuss the grant of a premises licence for Abbies, and to hear representation from another person. Councillors were scheduled to follow the Staffordshire Moorlands District Council's (SMDC) hearing procedure for grants.

Application for Abbies, 17 Sheep Market, Leek ST13 5HN

The agenda included an application for the grant of a premises licence for Abbies, located at 17 Sheep Market, Leek, ST13 5HN.

Additional information, including an amended application and supporting documents, was also provided for consideration. The proposed amendments to the application from Abbies, an action plan, a Section 57 Notice¹, an age verification policy, and a training authorisation record were included in the agenda.

Exclusion of the Public

The agenda included a motion to exclude the public from the meeting, as it was anticipated that exempt information would be disclosed. The reason given was:

That, pursuant to Section 100A(4) of the Local Government Act, 1972 the public be excluded from the meeting in view of the nature of the business to be transacted or the nature of the proceedings, whereby it is likely that exempt information as defined in Section 100 1 and Part 1 of Schedule 12A to the Local Government Act, 1972 would be disclosed to the public".

Representation from other person

The sub-committee was also scheduled to hear representation from another person, with exempt supplementary evidence. The reason given for the exemption was to protect the identity of an individual:
