The High Peak Borough Council Economy and Growth Select Committee met on Thursday 25 September 2025, at New Mills Town Hall1. The committee received updates on the Revitalising Buxton project, the Growth Strategy, and focused on town centres, specifically Chapel-en-le-Frith, New Mills, and Whaley Bridge. The committee also approved the minutes of the previous meeting and noted the Select Committee Work Programme.
Town Centre Focus: Chapel-en-le-Frith, New Mills, and Whaley Bridge
The committee received a presentation focusing on the town centres of Chapel-en-le-Frith, New Mills, and Whaley Bridge. The presentation is available in the Town Centre Focus Presentation and Growth Strategy Update document.
Growth Strategy Update
The committee received a presentation on the Growth Strategy Update, also available in the Town Centre Focus Presentation and Growth Strategy Update document.
Revitalising Buxton Update
The committee considered an update on the Revitalising Buxton project. Further details were discussed in the exempt session, as outlined in the Agenda.
Select Committee Work Programme
The Select Committee Work Programme was noted by the committee. The work programme is contained within the Public Reports Pack. The High Peak Borough Plan 2023-2027 priorities are: Future Proof Housing; Protect and improve the environment including responding to the climate emergency; and a responsive, smart, financially resilient and forward thinking Council.
All requests for work programme items are scored via the PAPER analysis model which assesses:
- Public Interest - How concerned are local people about this issue?
- Ability to Change - How can this Committee reasonably influence this matter?
- Performance - Does the Council and other agencies need to improve the performance in this area? If so, how?
- Extent - Is this issue relevant to all or large parts of the Borough?
- Replication - Is another Committee already looking at this issue?
Exclusion of Press and Public
The committee resolved to exclude the press and public from the meeting during consideration of the exempt minutes of the previous meeting and the Revitalising Buxton Update, as there may be disclosure of exempt information as defined in Part I of Schedule 12A of the Local Government Act 19722.
