Summary

The Regulatory Sub Committee met to discuss a street trading consent variation application for Grill Up, a food trailer in Campbell Park. The committee resolved to grant the application, allowing Grill Up to extend its trading hours, and also required that a portable bin be provided and emptied every night.

Grill Up Street Trading Consent Variation

The Sub-Committee resolved to grant the application for a Street Trading Consent variation for Grill Up, located in Dalgin Place, Campbell Park. This allows the business to extend its trading hours from 15:00 to 22:00, Tuesday to Sunday. The committee also stipulated that Grill Up must provide a portable bin and ensure it is emptied nightly.

Grill Up, run by Mohamed Thilshan Uwais, had applied to vary its existing street trading consent to extend its opening hours. The current consent allowed trading from 17:00 to 20:00, Monday to Sunday. The variation application requested new hours of 15:00 to 22:00 Tuesday to Thursday, and 15:00 to 22:30 Friday to Sunday.

The Principal Licensing Officer, James Sloan, informed the sub-committee that the application had been correctly served, and that sufficient time had passed between the initial grant of the street trading consent and the application for a variation.

Objections

The Sub-Committee considered representations from Councillor Trendall, Ward Councillor for Campbell Park and Old Woughton, and Pirasath Satkunarajah, the premises licence holder of a local convenience store.

Councillor Trendall objected to the extended hours, raising concerns about the proximity of the trailer to local residents, and the use of parking spaces. Councillor Trendall stated that:

Residents are already incensed that the original permission granted was ill-informed and that the decision to allow the trailer to be left in position overnight has compounded the problem... If granted, the extension of the trading hours will expose residents to more noise and more smells from the food trailer which they believe should never have been allowed to set up this close to their homes.

Pirasath Satkunarajah, who runs Budgens convenience store opposite the trading location, objected to the variation citing concerns about competition and the use of parking spaces. Pirasath Satkunarajah said:

Since the trading van was introduced, I have seen a clear drop in this area of my business... The van is directly competing with my store during key trading hours, and the proposed extension from 17:00–20:00 to 15:00–22:00—will increase that impact considerably.

Support

The Sub-Committee also considered submissions from supporters of the application.

The committee noted that the applicant had been granted their Street Trading Consent in June 2025 and there had not been any objections against the original application. They also noted that an exemption had been granted from the Highways Team, permitting the trader to park the food trailer within the designated parking area without adherence to the parking hours restriction.

The Sub-Committee recognised that the objections raised gave no reasonable cause to refuse the application.

Regulatory Sub-Committee Procedure

The Chair outlined the procedure to be followed by the Sub-Committee in the determination of an application for a variation to a Street Trading Consent.
