Summary

The Isle of Anglesey Council's Planning and Orders Committee was scheduled to meet on Wednesday 1 October 2025, to discuss planning applications and traffic regulation orders. The committee was expected to review decisions on previous applications, and consider public feedback on proposed changes to speed limits across the island.

Here's a breakdown of the key items listed on the agenda:

Traffic Regulation Orders

The committee was scheduled to review a report from the Head of Highways, Property and Waste regarding proposed Traffic Regulation Orders (TROs). These orders relate to roads to be exempted from the mandatory 20mph speed limits introduced in September 2023.

Following the introduction of the 20mph speed limits, the council received considerable public feedback and criticism . Updated guidance was published in July 2024, giving councils more flexibility to revert certain roads back to 30mph. Between April and November 2024, the council invited feedback from local members, community and town councils, and the public on which roads to assess. Arriva, the bus operator, also provided feedback. A total of 47 roads were highlighted, and assessed using a framework based on the updated guidance. A shortlist of 27 sites was put forward to a Steering Group.

A statutory consultation then ran from 14 February 2025 to 4 April 2025 with local town and community councils, elected members, emergency services and haulage trade associations.

The report pack details the feedback received on each of the seven proposed schemes. A total of 103 responses were received:

  • 37 (35.9%) supported the 30mph proposal
  • 56 (54.4%) objected, supporting the current 20mph limit
  • 10 (9.7%) disagreed with the 20mph limits in general

The report pack notes a number of objections to the proposals.

One objector, Beicio Bangor, considered that the proposed exemption for Llangefni Industrial Estate was not in accordance with Welsh Government criteria. Another objector raised concerns as to excessive traffic speeds should the exception be approved, and that walking had increased along the pavements since the introduction of the 20mph limit.

Another objector to the A5025 Bull Bay proposal considered that increasing the speed limit would be harmful to safety due to poor visibility when exiting onto the A5025.

With regard to the A4080 Newborough proposal, one objector noted the proposed Active Travel improvement here, and that increasing traffic speeds would be detrimental to efforts to increase walking and cycling.

The report pack recommends that, with the exception of the proposal for the A4080 Newborough, the committee approves the proposals in accordance with the advertised Orders and plans.

Ty'n Llain Planning Application

The committee was scheduled to discuss planning application OP/2025/3 for the erection of a dwelling on land adjacent to Ty'n Llain, Malltraeth.

The application had previously been presented to the Planning and Orders Committee, and a site visit took place on 30 July 2025. At a meeting on 3 September 2025, members resolved to approve the application, contrary to officer recommendations. The stated reason was that the application site is an area with no flooding history, and is located between existing residential properties. The site is in a flood zone at risk from sea flooding, but Malltraeth has flood prevention measures that are maintained by Natural Resources Wales1.

The report pack includes a response to the reason for approving the application, noting that the application site lies predominantly within Flood Zone C2 on the Development Advice Map, for the purposes of TAN 15 (2004)2. It also falls within Flood Zone 3 Seas, on the more up to date Flood Maps for Planning referenced in the more recent TAN 15 (2025).

The report pack states that Natural Resources Wales object to the application as the Flood Consequence Assessment fails to demonstrate that the risks and consequences of flooding can be managed to an acceptable level in line with TAN 15.

The report pack recommends that the application is refused.

Llanfawr Road Planning Application

The committee was scheduled to discuss planning application OP/2025/1 for the erection of 9 affordable dwellings on land near Llanfawr Road, Holyhead.

The application was presented to the Planning and Orders Committee on 3 September 2025, when members recommended that a site visit was undertaken. The site was visited on 17 September.

The site is located within the development boundary of Holyhead and on land that has been allocated as open space within the Anglesey and Gwynedd Joint Local Development Plan.

The report pack notes that the main issues are:

  • Compliance with Policy
  • Impact on neighbouring properties
  • Design
  • Highway Safety
  • Biodiversity and Ecology

The report pack states that the site is designated as a protected open space under Policy ISA 4 of the Anglesey and Gwynedd Joint Local Development Plan. The applicant proposes to improve the existing playing facilities on the neighbouring land.

The report pack recommends that the application is permitted subject to conditions, and the signing of a Section 106 legal agreement3 for one of the units to be affordable in perpetuity.

  1. Natural Resources Wales (NRW) is a Welsh Government sponsored body whose purpose is to ensure that the environment and natural resources of Wales are sustainably maintained, enhanced and used, now and in the future.

  2. Technical Advice Note (TAN) 15 provides technical guidance to support the policies in Planning Policy Wales (PPW) relating to development and flood risk.

  3. Section 106 agreements are legal agreements between local authorities and developers; these are linked to planning permissions and can require developers to make contributions to the community.
