The Governance Scrutiny Panel of North Lincolnshire Council is scheduled to meet on 25 September 2025. The agenda includes reviewing the panel's membership and terms of reference, discussing future meeting dates, and considering training requirements and the future work programme. The panel will also be asked to approve the minutes of meetings held earlier in the year.

Membership and Terms of Reference

The Governance Scrutiny Panel is scheduled to review its membership, which consists of three councillors, two from the Conservative party and one from the Labour party.

The panel's terms of reference include scrutiny of services delivered or commissioned by the council and its partners, including shared service arrangements with North East Lincolnshire Council. The panel is also responsible for scrutinising governance issues, corporate and strategic services, the council's budget performance, and cross-cutting and engagement issues.

The terms of reference also state:

To be mindful at all times of the need to take account of the Council's Corporate Parenting Pledge, and the commitment to children in care and care leavers as contained within the Pledge in carrying out the panel's work.

Cabinet Portfolios

The meeting agenda includes a review of cabinet portfolios for 2025-26 that align with the Governance Scrutiny Panel's terms of reference. These portfolios include:

• Community Leadership, Skills, Steel & Heavy Industry, held by Councillor Rob Waltham MBE, Leader of the Council.
• Sustainability and Transformation, held by Councillor Tim Mitchell.
• Transforming the Customer Journey, held by Councillor Elaine Marper.

The responsibilities of Councillor Rob Waltham MBE include financial strategy, community and place leadership, promoting North Lincolnshire as a place to live, work, visit and invest, representation at national, regional and sub-regional level, economic growth, schools capital investment, and digital transformation.

Councillor Tim Mitchell's responsibilities include the Transformation Strategy, Outcome Based Budgeting and Accountability¹, Financial Services, Internal Audit and Assurance, Procurement, and chairing the Council Capital Investment Strategy Programme Board.

Councillor Elaine Marper is responsible for resident and public engagement, customer services and information, customer representation and complaints, organisational development, human resources, and tourism.

Previous meeting minutes

The panel will be asked to approve the minutes of the meetings held on 11 February 2025 and 11 March 2025.

The 11 February 2025 meeting included a financial position update for quarter 2, with presentations from the council's Chief Finance Officer and Head of Financial Services. The panel also received a presentation on the council budget and medium-term financial plan.

The 11 March 2025 meeting included a discussion on the recruitment and retention of council employees. The Director: Transformation and Outcomes presented a report on initiatives to assist recruitment and enhance retention.
