  • The name of the premises shall not contain reference to alcohol.
  • There shall be no advertisement of alcohol external to the premises including window displays.
  • There shall be no sale of beer, cider, lager and perry of 7.5% alcohol by volume or above or bottles of spirits under 70cl in volume.
  • There will be no delivery service operated under this licence which includes the sale or supply of alcohol.

Leeds City Council's Environmental Health Service proposed the following controlled measures:

  • The opening hours and the sale of alcohol hours will be restricted to 08:00 hours to 23:00 hours every day.
  • Noise from plant or machinery shall not be audible at the nearest noise sensitive premises during the operation of the plant or machinery.
  • The PLH/DPS shall ensure that litter arising from people using the premises is cleared away regularly and that promotional materials such as flyers do not create litter.

Premises Licence Application for Game Show All Star Leeds, Unit 19, Central Arcade, Leeds, LS1 6DX

The Licensing Sub Committee were scheduled to consider an application for the grant of a premises licence by Game Show All-Star Leeds Limited for Unit 19, Central Arcade, Leeds, LS1 6DX. The application stated that the premises would operate as an entertainment venue proposing the sale by retail of alcohol, regulated entertainment and late-night refreshment.

The application requested permission for:

  • Sale by Retail of Alcohol Everyday 11:00 – 01:30
  • Performance of Recorded Music Everyday 10:00 – 02:00
  • Entertainment of a similar description Everyday 10:00 – 23:00
  • Late Night Refreshment Everyday 23:00 – 02:00

  • Operate a robust ID policy and door policies at busier periods.
  • Ensure all staff are trained in responsible alcohol service, and maintain clear emergency procedures.

  • Licensable activities shall be conducted and the facilities for licensed activities shall be designed and operated so as to prevent the transmission of audible noise or perceptible vibration through the fabric of the building or structure to adjoining properties.
  • Noise from a licensable activity at the premises will not be audible at the nearest noise sensitive premises after 11pm.
  • Bottles will not be placed in any external receptacle between 11 pm and 7 am the following day to minimise noise disturbance to neighbouring properties.

Certification of Films - Hyde Park Picture House

The Licensing Sub Committee were scheduled to consider two applications from Hyde Park Picture House for the certification of films to be shown at the cinema.

The Stand

The first application was for the certification of the film The Stand , to be shown on Tuesday 30 September 2025.

The applicant, the Head of Cinema for Leeds Heritage Theatres, advised that the film should be given a 12A certificate. They noted that the film contains archive footage, including film, TV interviews and radio interviews, and that it contained no material that would cause concern were it to be given a 12A certification.

Time & Judgement

The second application was for the certification of the film Time & Judgement , to be shown on Wednesday 8th October 2025 as part of a retrospective of the work of Menelik Shabazz3.

The applicant advised that the film should be given a 15 certificate, noting that it was a film of archive footage, news reports and performances relating to racism, persecution and genocide in the 20th Century, but focusing on the 1980s. They also noted that it contained some historical scenes that could be distressing for children, and that it contained no material that would cause concern were it to be given a 15 rating.
