Summary
The London Assembly is due to hold a meeting for Mayor's Question Time. The meeting will include questions to the Mayor of London, a discussion of the Mayor's Report, and an election for the Deputy Chair of the Transport Committee. Assembly Members are also expected to declare any relevant interests.
Questions to the Mayor
The Assembly is scheduled to question the Mayor on a wide range of topics, from the local to the international. Some of the questions relate to London's transport network, including bus speeds, the cost of tube strikes, and the potential for driverless trains on the Elizabeth Line. Members are expected to raise concerns about safety on the roads, including the safety of bus drivers, and the safety of cyclists. There are also questions about policing and crime, including the resources available to the Metropolitan Police Service (MPS) to respond to public order events, and the number of police officers in externally funded positions. Several questions relate to the Mayor's policies and initiatives, such as the Affordable Homes Programme, the Net Zero target, and the Summer Streets Fund. The London Pension Fund Authority and its relationship with the Mayor is also listed for discussion. Finally, several questions relate to international issues, such as the impact of changes to the UK's Skilled Worker visa route on people working for Transport for London (TfL), and the legal liability of fossil fuel producers based in London.
Mayor's Report
The Assembly is scheduled to note the Mayor's Report, which covers the period from 29 August to 25 September 2025. The report provides an overview of the Mayor's activities and achievements during this period, including the launch of the Loved and Wanted Fund, TfL's becoming the highway authority for Oxford Street, and funding to boost mental health support in schools. The report also provides updates on policing, transport, the environment, growth and skills, the economy, civil society, culture, communities, children and young Londoners, and health. A list of decisions published between 29 August 2025 and 25 September 2025 is attached as a background document.
Election of Deputy Chair of the Transport Committee
The Assembly is scheduled to elect a Deputy Chair of the Transport Committee. This follows the resignation of Keith Prince AM from the position. According to the Election of Deputy Chair of Transport Committee.pdf report:
In accordance with Standing Order 1.6, the Assembly is asked to elect a Deputy Chair of the Transport Committee, from the membership of that Committee, for the remainder of the 2025/26 Assembly Year.
Declarations of Interest
The Assembly is expected to note the list of offices held by Assembly Members, as set out in the table in the Declarations of Interests_v1 2025.pdf report, as disclosable pecuniary interests. Assembly Members are also expected to declare any disclosable pecuniary interests in specific items listed on the agenda, and any other interests deemed to be relevant. According to the Declarations of Interests report, paragraph 11 of the GLA's Code of Conduct provides that:
where an Assembly Member has a Disclosable Pecuniary Interest in any matter to be considered or being considered or at (i) a meeting of the Assembly and any of its committees or sub-committees; or (ii) any formal meeting held by the Mayor in connection with the exercise of the Authority's functions they must disclose that interest to the meeting.
