Winchester Council is scheduled to meet on Wednesday, 24th September 2025, at the Council Chamber in Winchester. The meeting will be streamed live on the council's YouTube channel. Members of the public were required to register their attendance in advance, with priority given to those who submitted questions.
The main items for discussion are expected to be the local government re-organisation final submission, questions from the public and councillors, and changes to committee memberships.
Local Government Re-Organisation
The council is scheduled to discuss the Local Government Re-Organisation Final Submission (CL176). Full Council is asked to consider the Cabinet report of 25 September 2025 and make any comments for Cabinet to consider.
The Cabinet is expected to approve the full proposal to the government for local government reorganisation in Hampshire and the Isle of Wight at their meeting on 25 September 2025. Pending consideration of the views of the council, it indicates support for Option 2 of the proposed new unitary authority geographies for Hampshire and the Isle of Wight.
A final version of the proposal is under preparation following external legal advice which details that Option 3 will be referred to as Option 1A. Option 1A is Option 1 as the core option but this is wholly conditional upon a formal request to Government as part of the Council's submission to undertake a modification to permit Option 1A as outlined in the proposal documents.
The report pack states that in the event of minor changes being necessary to the submission, if they are agreed by all 12 councils, that the Leader, in consultation with the Chief Executive is authorised to agree such amendments on behalf of Winchester City Council.

Questions
The council is scheduled to hear questions from members of the public. Questions had to be submitted in writing to Democratic Services by 10am on Wednesday 17 September 2025.
There is also an item to discuss questions from members of the council. The total time for questions, answers and supplementary questions is not expected to exceed 40 minutes. The Councillor Questions document lists the questions that have been submitted.
Committee Membership Changes
The council is scheduled to receive any resignations from committees and make any necessary reappointments.
