The West Devon Development Management and Licensing Committee are scheduled to meet to discuss a planning application for a detached dwelling in Tavistock, as well as updates on planning appeals and major applications. Prior to the planning applications being heard, the council's legal officer is expected to make a statement setting out the legal framework for the determination of planning applications.

Planning Application for Land at Paddons Row, Tavistock
The committee is scheduled to discuss a planning application for the erection of a detached dwelling at Land At Paddons Row in Tavistock. The application, reference 1254/25/FUL, seeks permission for a two-storey contemporary design with a solarium, living areas, bedrooms, bathrooms, and an office. The dwelling is proposed to have an air source heat pump, solar PV panels, living walls, and a sedum roof.
The planning officer's report notes that the site is located within the town centre, the World Heritage Site, the Conservation Area, and the curtilage of the Grade II Listed 3 Brook House.
The officer's report recommends conditional approval, subject to the completion of a Unilateral Undertaking to secure mitigation for the recreational impacts of new residents on the Tamar European Marine Site1. Councillor Jeffrey Moody, Lead Hub Member for Customer Experience and Accessible Services, called the application in so that the committee can consider the impacts of the development in terms of its historic setting, impacts on neighbours (including surrounding businesses), access and drainage.
The report notes that eleven letters of objection have been received, raising concerns about:
- Impact on local businesses due to construction disruption.
- Access and traffic issues, with concerns about the narrow pedestrian walkway being unsuitable for construction vehicles.
- Environmental and structural concerns, including the risk of damp and flooding.
- Conservation area and overdevelopment, citing loss of character and heritage.
- Residential amenity and property value, with concerns about overlooking, noise, and loss of privacy.
- Parking and waste management issues.
The report also notes that Tavistock Town Clerk supports the application, but raised concerns regarding the retaining wall and its future maintenance, and surface water run-off.
The planning officer's report considers the application against various policies, including:
- National Planning Policy Framework (NPPF).
- Plymouth and South West Devon Joint Local Plan.
- Tavistock Neighbourhood Plan.
The report concludes that the development would provide an additional unit of accommodation in a sustainable town centre location, and that technical matters have been controlled through condition.
Planning Appeals Update
The committee is scheduled to receive an update on planning appeals between 5 September 2025 and 26 September 2025. The Planning Appeals Update document details several appeals, including:
- Dismissed appeals for householder applications at 27 Pounds Park Road, Bere Alston, 2 Cross Roads Road From South View To Lobhill Cross Lewdown, and Haxter Barn Buckland Monachorum.
- A dismissed appeal for the creation of two cottages at Chichester Arms Chillaton.
- A dismissed appeal against a Certificate of Lawfulness (Existing) Refusal for a garage at Greystone Bridge Launceston.
- An application for variation of condition 1, 10, 12, 13, 14 and 17 of planning consent 3342/24/ARM to include external lighting changes at Land At Sx 376 850 Lifton, for which a start letter has been received.

The committee is scheduled to receive an Update on Undetermined Major Applications as of 11 September 2025. The report lists several major applications that are currently undetermined, including:
- 2915/19/FUL: Conversion of existing Grade II listed mill buildings at Wool Grading Centre, Fore Street, North Tawton into 6 open market townhouses and redevelopment for Class E2 office use.
- 2441/21/FUL: Hybrid application for 20 dwellings, office unit (class E), and 14 dwellings as outline permission (Self Build Plots) at The Old Woollen Mill, Fore Street, North Tawton.
- 0440/24/OPA: Outline residential application for up to 20 dwellings including 30% affordable dwellings at Development Site at SX 502 991 Crowden Northlew.

- 0520/25/FUL: Change of use of land for use a caravan touring site (20 pitches), associated facilities block, siting of 4 glamping pods & solar panels at Ebsleigh Bridestowe
- 0749/25/VAR: Application for variation of conditions of planning consent 116/23/VAR at Land To Rear Of Taw Valley Creamery North Tawton.
- 0783/25/FUL: Residential development of 30 dwellings at Land Adjacent Cemetery Pool Hill Bridestowe.
- 1039/25/ARM: Approval of reserved matters for 91 dwellings at Land at Parcel 4B (East of Crediton Road) Okehampton.
- 1451/25/ARM: Approval of reserved matters for 17 holiday chalets and 1 reception building at Former Site of Astra Salvage Yard Patchacott.
- 2247/25/FUL: Erection of 8 polytunnels for agricultural use at Land At Sx 637991 Sampford Courtenay.
- 2354/25/FUL: Construction of food store (Class E A) at Land at SX 612 953 Stockley.
- 2435/25/OPA: Outline Planning Permission for residential development for up to 12 dwellings at Land At Sx 461 918 Bratton Clovelly.
