Here is a summary of the items scheduled for discussion at the General Licensing Sub Committee meeting on 8 October 2025. This policy provides guidance on the criteria the council takes into account when determining whether an applicant is a 'fit and proper' person to hold a licence. The policy states that:

The aim of this policy is to protect the safety of the public. The Licensing Authority is concerned to ensure: · That a person is a fit and proper person; · That the person does not pose a threat to the public; · That the public are safeguarded from dishonest persons; · The safeguarding of children and young persons; · The safeguarding of vulnerable persons; · That the public have confidence in their use of licensed vehicles.

The policy also outlines how the council considers an applicant's criminal history, including convictions for violence, sex and indecency offences, dishonesty, and drug-related offences. It also covers driving offences, including those involving the loss of life, drink driving, and other motoring convictions.
