The Caerphilly Council Appointments Committee is scheduled to meet on Monday, 13th October 2025, to discuss shortlisting candidates for two Director positions. Due to the confidential nature of the discussion, the meeting may not be open to the public. The meeting is scheduled to take place in the Sirhowy Room, Penallta House1 and via Microsoft Teams.
Shortlisting of Director Candidates
The main purpose of the meeting is to consider shortlisting candidates for two Director positions within the council. These are:
- Director of Waste and Infrastructure Services
- Director of Environment and Regulatory Services
For each post, the committee will be asked to consider a report regarding an exemption from disclosure, and to decide whether to exclude the public from the discussion.
The agenda frontsheet states that the reason for this is that the matters to be discussed may, in the opinion of the Proper Officer2, require that the meeting is not open to the public.
The public reports pack includes reports by the Director of Legal, Democratic Services and Monitoring Officer, regarding the public interest test for exemption from disclosure of documents, for both posts.

There is a public interest in the way in which the Council deals with staffing issues.
However, they go on to say that this must be balanced against the rights of candidates, as the process has not been formally concluded. The Director of Legal, Democratic Services and Monitoring Officer's view is that:
the public interest in maintaining the exemption outweighs the public interest in disclosing the information, and that the report should be exempt.
