The Bracknell Forest Council Planning Committee is scheduled to meet on 9 October 2025 to discuss several planning applications, including retrospective permission for a change of use, and a variation to previously approved plans. Public speaking conditions have been met for all of the planning applications to be discussed. Councillors will also consider the minutes of the previous meeting held on 11 September 2025.
Planning Applications
The Evergreens, Beaufort Park - Section 73 Application
The committee will be considering a Section 73 application relating to The Evergreens development at Beaufort Park. This application seeks to vary condition 01 (approved plans) of a previous reserved matters approval (21/00104/REM). The original approval covered scale, layout, appearance and landscaping for 68 dwellings, following outline planning permission granted on appeal (Ref: APP/R0355/W/18/3206527, LPA ref: 17/01123/OUT).
The proposed variation aims to regularise floorplans
for 14 homes (plots 21, 22, 24, 25, 26, 27, 28, 29, 47, 49, 57, 59, 60 and 61), where an additional room has been created within each house.
According to the Public reports pack, this application was previously deferred on 11 September 2025:
...in order to allow Officers and Members to arrange a meeting with representatives of the 14 affected households and Taylor Wimpey within 1 week of this meeting in order to work to agree an alternative layout which seeks to address the shortfall in parking that results from the unlawful construction of the dwellings.
The report notes that the changes to provide additional bedrooms were internal, with no external alterations to the properties. As a compensatory measure
, the application includes provision of 14 additional parking spaces on site, allocated to the affected properties. Additional contributions towards primary education, Special Protection Area (SPA) and Strategic Access Management and Monitoring (SAMM) mitigation measures will be secured through the existing Section 106 agreement1 for the site.
Beaufort Park - Arboricultural Method Statement
The committee will also be looking at an application concerning Beaufort Park, specifically details related to condition 10 of planning permission 23/00767/FUL. This condition requires an Arboricultural Method Statement (AMS) detailing the scheme for protecting retained trees.
The Public reports pack notes that the Tree Officer has raised no objection to the discharge of this condition, and that the condition does not seek to approve the extent of tree removal on the Beaufort Park site, which was approved under application 23/00767/FUL.
Land at Osborne Lane, Warfield - Change of Use
The Planning Committee will consider a retrospective application (24/00785/FUL) for a change of use at land on Osborne Lane in Warfield. The application seeks to:
- Change the use of a building from equestrian to a mixed use for equestrian, storage and ancillary workshop
- Retain PV solar panels
- Retain an external generator and associated housing
The Public reports pack states that the application follows an enforcement investigation, after which the owners were required to either cease the unauthorised use and remove the operational developments, or submit a planning application for their retention.
The report notes that the barn in question was granted permission in October 2019, with no conditions restricting its use. The applicant states that the barn is used to house machinery, store hay, and for private vehicle repair and restoration. The solar panels are said to provide power to the off-grid barn, with the generator serving as a backup power source.
