The East Local Area Committee is scheduled to meet on 7 October 2025 to discuss the East Local Area Committee budget, receive an introduction to the East LAC, and hold community workshops. The meeting will also include a period for public questions and petitions.
East LAC Budget Report
The East Local Area Committee is scheduled to discuss a report on the East LAC budget for 2025-26. Each Local Area Committee has a £100,000 budget to address local priorities. The report includes details of spending that has been authorised by the East LAC Community Services Manager, in consultation with the LAC Chair and Committee Members.
The report recommends that the East Local Area Committee:
- Notes the expenditure against the 2025/26 £100,000 budget.
- Notes that the remaining funds will continue to be used to address the priorities in the Community Plan.
According to the report, Local Area Committees (LACs) were established in May 2021 with terms of reference that include agreeing a Community Plan, monitoring its delivery, and making funding decisions. The East LAC Community Plan was agreed in March 2022.
The report also states that in September 2021, the LAC granted delegated authority to the Community Services Manager to make decisions on expenditures, provided that:
- The decision is taken in consultation with the Local Area Committee Chair and Committee.
- Spending is in line with any specific purposes of the allocated budget.
- The decision may not approve expenditure of more than £5,000 per item.
- A report detailing the delegated spending decisions taken by the Community Services Manager is presented to the next Local Area Committee meeting.
It was further agreed at the LAC meeting on 24 September 2024 that the level of expenditure that can be approved by the Community Services Manager in consultation with the LAC Chair and Committee is raised to a sum of not more than £10,000.
The report includes a breakdown of spending from May 2024 to October 2025 for each ward in the East Local Area Committee: Darnall Ward, Park and Arbourthorne Ward, Manor & Castle Ward and Richmond Ward.
Examples of expenditures include:
- £3,000 grant to Darnall Somali Development Trust
- £5,305 to Sheffield Young Explorers
- £5,000 to Arbourthorne TARA
- £1,900 grant to Aspire Boxing
The report states that the Community Plan has been developed through community consultation, including online surveys, paper-based surveys, engagement with representative organisations and in-person meetings.
Introduction to East LAC
