The Children's Scrutiny Panel of North Lincolnshire Council met on 7 October 2025. The agenda included a presentation and discussion of the North Lincolnshire Families First Programme, as well as the minutes from the previous meeting.
North Lincolnshire Families First Programme
The Panel were scheduled to receive a presentation and discuss the North Lincolnshire Families First Programme with key officers. The report pack does not contain any further information about this programme.
Minutes from 15 September 2025
The minutes of the meeting held on 15 September 2025 were included in the report pack.
At that meeting, Rachel Smith, Director: Children & Families, Tom Hewis, Assistant Director – Children's Standards and Regulations, Sarah Gant, Head of Family Help, and Debbie Nikatsekpe, Lead Officer – Youth Justice Partnership, gave a presentation on the North Lincolnshire Youth Justice Plan 2025-26.
The minutes state that the presentation included:
- The local vision and values
- The progress and governance of the North Lincolnshire Youth Justice Partnership
- The key elements of the local plan, including priorities and enablers.
The presentation also provided an overview of local performance, which illustrated local successes in preventing reoffending and custodial sentences

Councillor Clark noted communications from the Ministry of Justice that noted exceptional performance across the Turnaround Programme
and excellent performance against targets to support children and young people across North Lincolnshire.
