The Licensing Sub-Committee of Ealing Council met on Wednesday, 8 October 2025, to consider a new premises licence application. The meeting was scheduled to be held virtually and was to be webcast live on the council's YouTube channel. Councillors M Ahmed (Chair), J Gallant, and S Kohli were scheduled to be in attendance.

New Premises Licence Application: Little South Ealing Local

The sub-committee was scheduled to consider an application for a new premises licence for Little South Ealing Local, located at 2A The Quadrant, Little Ealing Lane, London, W5 4EE. The applicant is named as Ravinder Singh.

The application requests permission for the retail sale of alcohol (off-supplies) during the following hours:

  • Monday to Thursday: 08:00 to 23:00
  • Friday and Saturday: 10:00 to 23:00
  • Sunday: 11:00 to 23:00

The proposed opening hours for the premises are Monday to Sunday, 08:00 to 23:00.

The report pack notes that the premises is currently a convenience store and is not located within a Special Policy Area as defined in the council's Statement of Licensing Policy.

Background

The applicant, Ravinder Singh, also owns South Ealing Local, located at 145-147 South Ealing Road, which is opposite the premises. Mr Ravinder Singh has held the premises licence for that location since April 2022, and the report pack claims that there have been no licensing breaches at that location.

The report pack claims that Mr Ravinder Singh took over the lease for Little South Ealing Local on 17 April 2025. According to the report pack, the previous owner of the premises did not inform Mr Ravinder Singh of any licensing issues and advised him to transfer the premises licence before it was revoked. Mr Ravinder Singh was reportedly unaware of the issues until after the licence was revoked, which is why he had to apply for a new premises licence.

Representation

The council received one representation from a local resident, GunaGnana Selvi Selvanayagam, citing concerns regarding the prevention of crime and disorder, and the prevention of public nuisance. Ms Selvanayagam reportedly stated that there are already 13 premises holding active alcohol licences within a small radius of the proposed site. Ms Selvanayagam believes that granting another licence would likely lead to an increase in street drinking, littering, and anti-social behaviour.

Licensing Objectives

The report pack notes that the sub-committee should have regard to the council's Statement of Licensing Policy, which sets out proposed standards of management and controls that should be in place to promote each of the licensing objectives1.

The report pack also notes that conditions must only be imposed where it is appropriate to promote one or more of the four licensing objectives and should be derived from any relevant representations made in respect of the application.

Conditions

The applicant, Mr Ravinder Singh, outlined the steps they intend to take to promote the four licensing objectives:

  • General: Challenge 25 policy, CCTV installation with 31 days recording, and staff training in responsible alcohol retailing.
  • Prevention of Crime and Disorder: CCTV to the satisfaction of the Police, no high strength canned beer/lager/cider above 5.5% ABV, no single cans of alcohol sold, no miniatures sold, UK right to work status checks for all staff, incident log, no disposable cups, staff training every 3 months, previous management banned from the premises, and invoices for all alcohol/tobacco/vape products to be made available on request.
  • Public Safety: Fire exit signs displayed and CCTV working at all times.
  • Prevention of Public Nuisance: Notices asking customers to leave quietly, strict policy not to serve alcohol to drunks, and signage informing customers they are being recorded on CCTV.
  • Protection of Children from Harm: Challenge 25 policy, only acceptable ID with photographic identification, refusal book, and a sign stating No proof of age No sale .

  • Grant the application subject to conditions consistent with the operating schedule.
  • Grant the application subject to revised conditions consistent with modifications to the operating schedule as are necessary to promote the licensing objectives.
  • Reject the application in part or in full.
