The Place Scrutiny Panel of North Lincolnshire Council is scheduled to meet to discuss the simpler, smarter recycling programme, and to review the minutes of their previous meeting.

Simpler, Smarter Recycling

The Place Scrutiny Panel are scheduled to discuss the changes to household waste and recycling in North Lincolnshire. The discussion is expected to include the provision of food waste collection. Councillor Ian Bint, Chair of the Place Scrutiny Panel, is expected to lead a discussion and questions with Lisa Swainston, Assistant Director Environment and Public Protection, on the topic.

Previous Meeting's Minutes

The Panel will be asked to approve the minutes of their meeting held on 10 September 2025¹. At that meeting, the panel received a presentation from Lisa Swainston, Assistant Director: Environment & Public Protection, and Richard Copley, Head of Trading Standards and Licensing, regarding Baroness Louise Casey's report titled National Audit on Group-Based Child Sexual Exploitation and Abuse . The presentation focused on Chapter 7 of the report, which concerns the role of taxis in facilitating child sexual exploitation.

The minutes of the previous meeting record that the presentation covered:

• The background to the Casey report.
• The areas local authorities must have regard to when issuing taxi licences.
• The North Lincolnshire position.
• The Department for Transport statutory guidance.
• Introduction of CCTV cameras in all taxis.
• Clear definition for a fit and proper person .
• Proper training and knowledge tests every three years and 100% pass for safeguarding training.
• Use of novel legal approaches to ensure those who had been accused of serious sexual offences had their licence repealed.

The panel resolved to revisit the council's response to the Casey report in six months, with emphasis on CCTV in taxis, the use of the National Register of Taxi Licence Refusals and Revocations (NR3), an update on Uber drivers in North Lincolnshire, and public protection.
