Summary
The Rochdale North Township Delegated Sub-Committee is scheduled to meet on 7 October 2025 to discuss township capital funding and Rochdale North Township funds for the 2025/26 financial year. The sub-committee will also be asked to approve the minutes of their previous meeting.
Township Capital Funding
The sub-committee is scheduled to consider a report regarding additional capital funding of £3.5 million that Rochdale Borough Council has received from the Greater Manchester Combined Authority1.
The report states that these funds are to be allocated to schemes already approved within the Capital programme, and that the funds have been reallocated evenly across the 20 wards, providing an extra £175,000 per ward for local member projects.
According to the report, the funding must be used by May 2026. It is anticipated that priority will be given to large-scale, high-impact projects.
The report recommends that the sub-committee approve a decision-making process to enhance efficiency, specifically that schemes endorsed by ward members, which have the support of at least a two-to-one majority, be forwarded to the Director of Public Health and Communities for approval, following consultation with the Township Chair and Vice-Chair. The report also recommends that the sub-committee approve delegation of any amount up to £175,000 per ward, and note that any unallocated funds will return to the Township Committee. The reason given for these recommendations is that the current delegated authority for Township Funds rests with the Head of Townships & Libraries, with a maximum amount for decisions of £5,000.
Rochdale North Township Funds 2025/26
The sub-committee is scheduled to receive an update on revenue and capital expenditure, commitments, and balances of the Rochdale North Township Funds for 2025/26. They will also consider applications for funding.
According to the report, the Rochdale North Township revenue funds available for allocation are currently £8,412, and the capital funds available are £28,487.
The report recommends that the sub-committee note the expenditure, commitments, and balances for Rochdale North Township revenue and capital funds, as detailed in the appendices to the report. It also recommends that they note decisions made under delegated authority, and consider and approve, decline, or defer the allocation of funds to proposed projects.
The report also recommends that the Head of Townships & Libraries, in consultation with the Chair, Vice Chair and opposition spokesperson of Rochdale North Township Committee, be given delegated authority to make decisions on any deferred projects.

Celebrating Young Voices: EncouragingYou2 has submitted an application for £5,040 from the Rochdale North Township Projects Fund to deliver two initiatives aimed at recognising and supporting local young people. The first initiative is an event to be organised in October 2025 at Castlemere Banqueting Hall to celebrate young individuals who regularly attend sessions at EncouragingYou and volunteer their time throughout the year. The second initiative is a supervised trip to a theme park for twenty local young people during the October half term school holidays.
Well Strong - Rochdale: Well Foundation has submitted an application for £10,930 from the Rochdale North Township Projects Fund. Well Foundation provides facilities and opportunities for local young people through a structured, four-stage intervention model. The Well Strong Project's Youth Fitness Programme is designed for young people aged 10 to 18 aiming to promote healthier lifestyles, enhance mental and physical wellbeing, and build confidence. Weekly strength and conditioning sessions will be delivered in small groups by a qualified coach over a twelve month period. Participants will have the opportunity to progress from stage 1 to the Mentoring Programme which supports personal development. Young people who engage well with both the Youth Fitness Programme and the Mentoring Programme and express interest in pursuing further training, education and employment options, will be eligible to access the Well Foundation's Internship and Work Placement Programmes.
Festive lights for Christmas tree near Syke Community Base: A request has been submitted for £10,000 from Rochdale North Township Capital Fund and £6,175 from Healey Ward Fund for improvements to the festive lighting display on the Christmas tree located adjacent to Syke Community Base to enhance safety, visual appeal and energy efficiency. Works will involve the removal and disposal of the existing lighting system, and a new LED lighting system will be supplied and installed.
Other Matters
The sub-committee will also be asked to approve the minutes of the meeting of Rochdale North Township Delegated Sub-Committee held on 1 July 2025.
