The Ceredigion Council's Development Management Committee is scheduled to meet on Wednesday 8 October 2025 to discuss a range of planning applications, including agricultural storage, retrospective caravan permission, change of use for holiday accommodation, and construction of a Cruyff court. The committee will also review planning applications dealt with via delegated authority and consider planning appeals.
Planning Applications for Discussion
Agricultural Storage Shed, Troedyraur Farm
A full planning application for an agricultural storage shed at Troedyraur Farm, Brongest, Newcastle Emlyn is up for discussion. The proposed shed would be used for storing machinery, materials, and animal feed. The planning officer's recommendation is to refuse the application. Councillor Maldwyn Lewis, as local member for the Llandysul North and Troedyraur ward, requested the application be referred to the Development Management Committee, stating that:
Farm needs storage facilities for Straw, fertilizer, tractors and Implements storage. Current buildings and curtilage not suitable for loading unloading, as large lorries park currently on the highway to load/unload, whilst new facility would be on level ground off road with turning areas and storage in the most safe and practical zone. Farm is continually evolving, diverse farming, futureproofing needs to keep farm economically viable, updating facilities and improving health and safety.
The planning officer's report, however, notes that the proposed shed would cause considerable harm to the setting of four nearby listed historic assets—namely the Church of St Michael (Grade II), the Ebenezer Morris Monument in Troedyraur Churchyard (Grade II), the Lychgate at the Church of St Michael (Grade II), and the Mounting Block at the Churchyard of the Church of St Michael (Grade II). The report also notes that the proposed shed, when combined with existing agricultural buildings nearby, introduces dominant built form into a sensitive rural and historic landscape.
Temporary Caravan, Oakvale
The committee will also consider a retrospective planning application for the retention of a temporary caravan at Oakvale, Llanwnnen. The caravan is used as accommodation and reception for site owners, serving the existing glamping site, for a period of 3 years. The planning officer's recommendation is to refuse the application. Councillor Euros Davies, as local member, requested the application be referred to the Development Management Committee, stating that:
This application needs positive consideration and not a negative one to support the new owners to make this project a successful one. Full support is required for the applicants to keep the caravan on site to keep an eye on the progress on erection of the unbuilt Yurts units. This project is down a small lane in the countryside and if the site is left unoccupied it could be an interesting place for burglars. I have had that experience myself with losing materials while my site was on stop by council over 5 years.
The planning officer's report, however, notes that the nature and scale of the glamping enterprise does not warrant permanent or temporary on-site accommodation, and no robust justification has been provided to indicate that the business cannot be appropriately managed without continuous residential presence on site.
Change of Use, Penlan Farm
A planning application for a change of use at Penlan Farm, Rhydlewis, is also scheduled for discussion. The application proposes to change the use of the property from holiday accommodation to communal and hostel accommodation, with associated works. The planning officer's recommendation is to approve the application subject to conditions. The supporting statement notes that the proposal would provide four living units for homeless veterans, and also serve as a training facility to enhance employability prospects for resident veterans.
Mixed Use Shed & TAN 6 Dwelling, Pantcefn
Two applications relating to land at Pantcefn in Llanarth submitted by Cynghorydd Marc Davies are scheduled to be discussed. The first is a full planning application for the erection of a mixed-use shed (agricultural/equine) and associated access, for relocation from Ty Fferm Pencarreg. The second is an outline planning application for a dwelling under TAN 6[^2] in association with the proposed adjoining rural enterprise. The planning officer's recommendation is to approve both applications subject to conditions and a section 106 agreement[^3].

Cruyff Court, Aberaeron Comprehensive School
The committee will also consider an application for the construction of a new Cruyff Court within the existing macadam tennis court footprint at Aberaeron Comprehensive School, as well as the addition of LED floodlights. The planning officer's recommendation is to approve the application subject to conditions.
Amendment of Condition 5, Neuadd Cyngor Ceredigion
The committee will discuss an application to change condition 5 of planning permission A240180, regarding the reinstatement of land at Neuadd Cyngor Ceredigion. The proposal seeks an extension of time to commence the reinstatement of the land to its previous condition, to enable the council to investigate alternate uses. The planning officer's recommendation is to approve the application subject to conditions.
Non-Material Amendment, Aberaeron Harbour
A non-material amendment to planning permission A211019 will also be discussed, regarding the height of the Pwll Gam Gate Kiosk and shape of roof at Aberaeron Harbour, as well as proposed handrails to the abutments. The planning officer's recommendation is to approve the application.
Discharge of Condition 22, Aberaeron Harbour
The committee will also consider an application to discharge condition 22 of planning permission A211019, regarding a revised Biodiversity Enhancement Scheme at Aberaeron Harbour. The planning officer's recommendation is to approve the application.
Modular Building, Parc Arthur
Finally, the committee will discuss an application for the erection of a new single-storey modular building with a canopy area at Parc Arthur, Cylch Meithrin Cei Newydd. The planning officer's recommendation is to approve the application subject to conditions.
Planning Applications Deferred from Previous Meetings
The committee will also be asked to consider the following planning applications which have been deferred from previous meetings:
- Proposed residential development of 5 new dwellings at Land East of Genau'r Glyn, Beulah, SA38 9QB.
- Creation of Flat at Clarks, 20 Great Darkgate Street, Aberystwyth. SY23 1DE
- Residential Development at Land adj. to Maes yr Haf, Beulah Road, Beulah, SA38 9QB
Planning Appeals
The committee will note the planning appeals received, and the appeal decisions made between 04-09-2025 and 01-10-2025.
Two appeals regarding Mindraeth, 1 Rock Street, New Quay, relating to the re-build of a front dormer with a new window and pitched roof, a new rear dormer and new conservation roof windows to the front elevation, were dismissed. The inspector, Melissa Hall, noted that the proposed works would fail to preserve the historic character and special interest of the listed building and would not preserve or enhance the character or appearance of the Conservation Area.
An appeal relating to Huters Lodge, Glanmor Terrace, New Quay, SA45 9PS, was also dismissed.
