Interviews for Interim Chief Operating Officer
The Senior Officer Employment Sub Committee was scheduled to discuss the interviewing of candidates for the post of Interim Chief Operating Officer. According to the agenda for the meeting, the Chief Executive's report on this matter was not available to the public or press because it contained exempt information as described in paragraph 1 of Schedule 12A to the Local Government Act 1972 (as amended). This paragraph relates to information about an individual.
Declarations of Interest
Councillors were asked to declare any interests they had in the business to be considered at the meeting, as outlined in the Agenda frontsheet Thursday 02-Oct-2025 12.30 Senior Officer Employment Sub Committee. The Advice to members on declaring interests at meetings document provided to councillors states that if a councillor has a Disclosable Pecuniary Interest (DPI) relating to any business that will be considered at the meeting, they must not participate in any discussion or vote on the matter. They must also leave the room and declare the interest to the meeting. A DPI includes:
- Any employment, office, trade, profession or vocation carried on for profit or gain, which you, or your spouse or civil partner undertakes.
- Any payment or provision of any other financial benefit (other than from your council or authority).
- Any contract which is made between you, or your spouse or your civil partner (or a body in which you, or your spouse or your civil partner, has a beneficial interest) and your council or authority.
- Any beneficial interest in land which you, or your spouse or your civil partner, have and which is within the area of your council or authority.
- Any licence which you, or your spouse or your civil partner, holds to occupy land in the area of your council or authority for a month or longer.
- Any tenancy where the landlord is your council or authority and the tenant is a body in which you, or your spouse or your civil partner, has a beneficial interest.
- Any beneficial interest which you, or your spouse or your civil partner has in securities of a body where that body has a place of business or land in the area of your council or authority; and the total nominal value of the securities exceeds £25,000 or one hundredth of the total issued share capital of that body.
If a councillor has a personal interest in a matter which does not amount to a DPI, they must still declare the interest. They should leave the room if their continued presence is incompatible with the 7 Principles of Public Life1.
