The Transport Users' Sub-Committee was scheduled to meet to discuss Transport for London (TfL) and rail updates, parking enforcement, and road issues. The meeting was to be held at the Civic Offices.

Road Issues

The Sub-Committee was scheduled to discuss various road-related issues, including cycling, electric vehicle charging, highway maintenance, road safety, street works, and winter maintenance.

On cycling, the report pack included an update on the cycle network development from Bexleyheath to Erith. Initial investigation and early design work had identified that achieving TfL's Cycle Route Quality Criteria (CRQC) on Church Road would be difficult without significant changes to traffic flows. As a result, an alternative alignment was explored, avoiding Church Road by rerouting via Arnsberg Way and Long Lane. It was recommended that the alternative alignment should be progressed.

The report pack also noted that feedback had been received from Bexley Cycling (London Cycling Campaign), which raised similar concerns regarding the original alignment and suggested the same alternative alignment that has already been investigated. In addition, Bexley Cycling highlighted concerns about Avenue Road due to its steep gradient and suggested Park Crescent as a potential alternative.

Regarding electric vehicle charging, the report pack stated that up to 90 additional charging points were in the process of being installed on street by Trojan Energy. Bexley have issued a joint bid for government funding, under the LEVI bidding system and have been earmarked to be in the Tranche 2 round of funding for next year.

The report pack also included a list of roads on the current years resurfacing programme and a list of Highway Improvement Schemes currently under consideration.

Transport for London (TfL) Updates

The Sub-Committee was scheduled to receive an update on bus service performance monitoring. The report pack included results for high frequency routes and low frequency routes. For ease of comparison between routes and across time, results that fail to achieve TfL's performance targets have been highlighted where applicable.

The report pack also included a summary of TfL's responses to comments made by the council on the SL11 Consultation. TfL have decided to proceed with the proposals as set out in the consultation. The SL11 will not operate at night, so to maintain an overnight service, a new night-only route— N472—will be introduced. It will serve all bus stops currently served by route 472.

Rail Issues

The Sub-Committee was scheduled to discuss new and previously outstanding rail issues with Network Rail and Southeastern Trains (SET).

Actions from the previous meeting included:

• George Paterson to share details of the autumn timetable with the Sub-Committee;
• George Paterson to relay Councillor Diment's concerns about the impact of autumn timetable changes on Albany Park and Falconwood stations to the trainer planners;
• George Paterson to feedback to the Sub-Committee about deep cleaning at Sidcup station;
• George Paterson to provide clarification on the exact works planned as part of the Albany Park footbridge replacement;
• George Paterson to speak to the train planners about the possibility of earlier services on the Sidcup line rounder;
• George Paterson to provide an update on usage figures for the Sidcup rounder service, at the next meeting of the Sub-Committee; and
• George Paterson to follow-up on provision of cycle ramps at Bexley stations.

The report pack stated that George Paterson had advised that action 1 has been completed; SET sent a newsletter to all stakeholders, including Bexley Councillors. Regarding action 2; These were noted. Falconwood and Albany Wood will not be subject to 'skip stopping'. Marian Marley (SET) was scheduled to provide updates at the meeting for the remaining five actions.

Southeastern Trains were scheduled to be operating their Autumn timetable from 12 October. They will then introduce their new timetable from 14 December.

Parking Enforcement

Chloe Wenbourne, Head of Parking Authorisation at the London Borough of Bexley, was scheduled to provide an update on parking enforcement.

Police Service Update

Inspector Leah Macdonald from the Bexley, Greenwich and Lewisham Safer Transport Team was invited to share information about new issues affecting the borough and answer questions from the Sub-Committee.

Outstanding actions from previous meetings included:

• Inspector Macdonald to share, with the Sub-Committee, details of the community roadwatch schemes operating in the borough;
• Inspector Macdonald to identify a contact for the Chairman to further discuss the issue of fixed speed camera locations; and
• Inspector Macdonald to report back to the Sub-Committee about safety and enforcement of delivery drivers.

Declarations of Interest

The Sub-Committee was to note that members were required to declare any disclosable pecuniary interests or other significant interests relevant to the meeting's agenda. The declarations of interests and dispensations document provided guidance on this matter, defining both types of interests and outlining the actions to be taken if a member had an interest to declare.
