Summary

The Waltham Forest Council Planning Committee met on 14 October 2025, and approved planning permission for a roof extension in Woodford Green, a residential development in Walthamstow, and the change of use of a property in Leyton to a children's care home.

Planning Decisions

The committee made the following planning decisions:

10 Marion Grove, Woodford Green, IG8 9TA

Planning permission was granted for the construction of a hip to gable side roof extension and rear dormer roof extension, along with the installation of two roof lights to the front roof at 10 Marion Grove, Woodford Green. This decision was made in line with the recommendations outlined in the committee report.

The application was referred to the committee due to significant public interest. The property is a two-storey semi-detached house within the Highams Park Neighbourhood Plan Area and the Highams Estate Area of Special Character, which is subject to an Article 4 Direction restricting certain types of development.

Several objections were received, citing concerns about the development being out of character, contradicting the Article 4 Direction, and causing overshadowing and loss of light. However, the planning officer's report noted that the proposed works would align with the established development pattern and evolving character of the area. The report also stated that sufficient separation distance from neighbouring properties would mitigate any potential overshadowing or loss of light.

The Design and Conservation Lead found the design acceptable in design and heritage terms, given the context and precedents in the area, and welcomed the materials used. However, the Highams Park Planning Group and the Highams Residents' Association objected, arguing that the hip to gable extension would compromise the architectural symmetry and detract from the Area of Special Character.

112 Church Hill, Walthamstow, London, E17 3GX and Button Lodge, 46 Stainforth Road, London, E17 9RD

Planning permission was granted for the subdivision of land adjacent to 12 Church Hill to construct a three-storey building (Block A), and the demolition of 'the Lodge' at 46 Stainforth Road (Button Lodge) to erect a four-storey building (Block B). The development will accommodate seven self-contained residential units, and includes associated works such as fenestration alterations, a communal garden, cycle parking, refuse storage, landscaping, and boundary treatments. The approval is subject to conditions, informatives, and the completion of a Section 106 Legal Agreement (S106).1

The S106 agreement includes the following terms:

  • Highways and Transportation: The development will be car-free, with residents ineligible for parking permits. A condition survey of the carriageway and footways is required before work commences. A contribution of £7,000 is required for sustainable transport improvements, and £750 for Construction Logistics Plan (CLP) monitoring. Section 278 works2 will include removing redundant vehicle crossovers and renewing footways.

  • Strategic Access Management and Monitoring Measures (SAMMS): A financial contribution of £4,550 is required.

  • Biodiversity Net Gain (BNG): The site must be registered on the Biodiversity Gain Site Register, and a Biodiversity Gain Plan provided. Habitat creation and enhancement works must be completed, and a financial contribution made towards BNG monitoring.

  • Carbon Offset: A contribution of £7,694 is required for the Carbon Offset Fund (COF).

  • Legal Fees: The applicant will cover the council's legal fees and a monitoring fee of 5% of the total financial contributions.

The application was brought to the committee due to the number of objections received. The site is within the Strategic Location of Walthamstow Town Centre in the Local Plan, and within an Archaeological Priority Area (APA).

86 Sedgwick Road, Leyton, London, E10 6QP

Planning permission was granted for the change of use of 86 Sedgwick Road, Leyton, from a single-family dwellinghouse (Class C33) to a children's care home (Class C24). The decision was made in accordance with the recommendations, conditions, reasons, and informatives outlined in the committee report. The Assistant Director for Development Management & Building Control, in consultation with the Chair of the Planning Committee, was authorised to review and amend condition 4 to refer to the use and occupation of the building.

The application was referred to the Planning Committee due to the number and type of representations received, which were contrary to the planning officer's recommendation. The site is a two-storey, mid-terrace property on Sedgwick Road.

The Council received 12 objections, raising concerns about a previous unregularised use as a care home, noise, disturbance, anti-social behaviour, overdevelopment, inadequate living conditions, and safeguarding and community impacts. In response, the applicant submitted a management plan for the proposed day-to-day running of the care home.

  1. Section 106 agreements are legal agreements between local authorities and developers; these are linked to planning permissions and can require developers to make contributions to the local community.

  2. Section 278 agreements are agreements under the Highways Act 1980 through which developers can carry out alterations or improvements to existing highways.

  3. Class C3 dwellinghouses are defined as houses used as single private dwellings.

  4. Class C2 are defined as residential institutions such as care homes, hospitals, and schools.
