The Stranraer Common Good Fund Sub Committee are scheduled to meet on Tuesday, 7th October, 2025, to discuss a proposed lease of common good land and to approve the minutes of previous meetings. The meeting will be held online.
Proposed Lease of Land Near Harbour Master's Office
The sub committee will consider a report regarding a proposed lease of common good land adjacent to the Harbour Master's Office, Stranraer. The report asks the members to consider agreeing to lease the land for the installation of a 5G aerial, which would be used in conjunction with the Stranraer Marina development.
The report notes that the council has a legal obligation under the Local Government etc. (Scotland) Act 1994 to consider the interests of the inhabitants of the area when making any decision about common good land.
The proposed site is a 61.46 square metre grassed area. United Living has proposed to install a 6m high 5G telecommunications mast and associated equipment. The 5G service would be exclusively for users of the marina.
A public consultation was undertaken between 16 May 2025 and 11 July 2025, as required by Section 104 of the Community Empowerment (Scotland) Act 2015, and no responses were received.
United Living have agreed to pay an annual rental fee of £1,000 to the Stranraer Common Good Fund, and the lease is proposed for an initial period of 7 years. The lease would also include a provision that United Living will return the land to its original condition at the expiry of the lease.
The report notes that the proposed lease of land would support a strategic outcome of improving connectivity and infrastructure, specifically:
- Harbours
- Sustainable travel in the region contributing to net zero
- Digital accessibility
- People have access to services that are modern, efficient and responsive
Appendix 2 of the report pack contains a network narrative and benefits summary for Stranraer, which states that Stranraer is benefiting from significant funding for a number of projects through the Borderlands Inclusive Growth Deal1 and through South of Scotland Enterprise (SOSE). The report details a number of projects that will benefit from the 5GIR network, including:
- Marina Redevelopment
- Water Sports Hub
- Museum redevelopment of George Hotel
- Redevelopment of the East Pier (former Ferry terminal)
- Marine Research Centre
The report also lists a number of key benefits for Stranraer, including:
- Visitor Counting
- Vessel Movements in Harbour
- Water Monitoring
- Air Quality Monitoring
- Connectivity

The sub committee will be asked to approve the minute of the previous meeting held on 3 September 2025, and the minute of the meeting held on 19 June 2025.
