Summary
The Kirklees Council Appeals Panel is scheduled to meet to discuss apologies for absence, declarations of interest, and school transport appeals. The panel will also consider whether to exclude the public from part of the meeting.
School Transport Appeals
The Appeals Panel is scheduled to consider two appeals relating to school transport for children under 16.
- School Transport Appeal (Pre-16) - JP This appeal is scheduled to be considered first, at 9:30am.
- School Transport Appeal (Pre-16) - EP & FP This appeal is scheduled to be considered at 10:15am.
According to the agenda, both appeals are recommended to be considered in private, as the information is considered exempt under Paragraph 1 of Part 1 to Schedule 12A of the Local Government Act 19721. The agenda states that the reports contain information relating to individuals, and that the public interest in maintaining the exemption outweighs the public interest in disclosure.
Exclusion of the Public
The Appeals Panel will be asked to resolve to exclude the public from the meeting during consideration of the school transport appeals. This is because the appeals involve the likely disclosure of exempt information as defined in Part 1 of Schedule 12A of the Local Government Act 1972.
Other Items
The agenda also includes the following standard items:
- Membership of the Panel: To receive apologies for absence from those members who are unable to attend the meeting. The members of the Appeals Panel are Councillor David Longstaff, Councillor Caroline Holt and Councillor Matthew McLoughlin, Chair (Labour Group).
- Declaration of Interests: Members will be asked to declare any disclosable pecuniary interests2 or other interests that may prevent them from participating in discussions or votes on any items.
-
The Local Government Act 1972 is legislation that defines the structure and functions of local authorities in England and Wales. Schedule 12A defines categories of information that can be exempt from public access. ↩
-
