This meeting of the Staffordshire Moorlands District Council's Cabinet Delegated Decisions was scheduled to discuss the allocation of Section 106 funding for improvements to a play area. The report pack included a recommendation to approve the allocation of funds. It was noted that Councillor Matt Swindlehurst, Portfolio Holder for Leisure and Tourism, was the relevant portfolio holder.
S106 Funding for Saltersford Lane, Alton
The meeting was scheduled to discuss a report regarding the allocation of Section 106 funds1 from the development at Saltersford Lane, Alton, referenced as planning application SMD/2015/0435.
In February 2024, the District Council received £112,178.29 in Section 106 funds related to this development. These funds were specifically designated for the development, maintenance, and refurbishment
of the existing playing fields at Hurstones Lane, including the purchase of new equipment and other facilities.
Officers have been collaborating with Alton Parish Council since March 2025 to support the improvement of the play and recreation grounds at Hurstones Lane. The Parish Council has proposed improvements to the current play area, including:
- Adding a basket swing and a 'tractor springy'
- Repairing and maintaining the existing zip wire
- Improving the grass mat surfacing
- Replacing the existing gate with a new self-closing gate to enhance safety
Alton Parish Council agreed that £28,034.00 from the Section 106 funds from The Saltersford Lane development should be used for these projects.
The report pack stated that the project aligns with the strategic aims of the Green Spaces Strategy and Move More Staffordshire Moorlands Strategy, including focusing resources and support to engage with young people of all abilities.
The report pack recommended that Councillor Matt Swindlehurst approve the proposed allocation of £28,034.00 to support the improvements to the play area at Hurstones Lane. It was noted that should the allocation be approved, £84,144.29 would remain in the Section 106 funds for future projects at Hurstones Recreation Ground.
The report pack stated that there is a legal obligation for this Section 106 funding to be allocated to Hurstones Recreation Ground for the improvement of play facilities, and that the allocation of funds needs to be spent within 10 years of them being received (February 2024).
